About this opportunity

This solicitation seeks proposals for multiple Indefinite Delivery Indefinite Quantity contracts to provide complex professional services under OASIS SB Pools 1, 3, and 4. The General Services Administration seeks to qualify new contractors to support federal agencies through the OASIS SB multiple-award contract vehicle. Offerors must meet minimum qualification standards and will be evaluated on relevant experience, past performance, and systems and certifications. Proposals must be submitted through the Symphony system by June 20, 2019.

The solicitation is set aside for total small business and includes NAICS codes covering program management, engineering, logistics, scientific, and financial services. Eligible services will be ordered directly by agencies for requirements in these disciplines. The period of performance is from date of award through December 2024, with an option to extend through 2029. Task orders will be issued against the contracts by ordering contracting officers located within the United States and at overseas locations. The estimated total value of the OASIS SB program is $50 billion to be awarded across multiple pools.

In accordance with OASIS SB Pools 1, 3, & 4 On-Ramp Solicitation number GS00Q13DR0002P1P3P4 Section M.3(i)1, the Government is making awards on a rolling basis. 

This rolling award announcement is as a result of the corrective action in support of the Wavelink, Inc. v. the United States (Case No. 20-749C; dated June 24, 2021) and the Appeal from the Digiflight, Inc., v. the United States, U.S. Court of Federal Claims (COFC) case No. 20-0764 (dated March 5, 2021) filed with the U.S. Court of Appeals. We anticipate no additional rolling contract awards other than those listed below. 

GSA will issue individual notifications to Offeror points of contact who were authorized to access the Offeror's proposal in symphony at the time of proposal submission.

In response to the Court of Federal Claims order in the case of Wavelink, Inc. v. the United States, dated June 24, 2021 (sealed) and reissued July 1, 2021 (unsealed), GSA has taken corrective action by performing the following steps: 

  1. Amending the Solicitation for One Acquisition Solution for Integrated Services (OASIS) Small Business Pools 1, 3, and 4 (GS00Q-13-DR-0002) to delete the mandatory Solicitation provisions identified by the Court, and to fully comply with FAR 15.206 requiring notice to “all offerors that have not been eliminated from the competition” (see  Amendment 09, dated June 30, 3021).
     
  2. Initiated review and evaluation of revised proposals and preparation for additional awards in accordance with the conformed version of solicitation as updated via Amendment 09, dated June 30, 2021. 

These actions satisfy the terms of the injunction issued by the Court of Federal Claims. Accordingly, the awards made to the original 18 contractors referred to in the Court’s Order will continue and the Government may issue new task orders to the impacted 18 companies.

The corrective action process will result in additional awards under the OASIS Small Business Program. The additional awards will be made on a rolling basis in accordance with solicitation  Section M.3.(i)(1.), titled “Screening and Evaluation Process”.

Award notifications will be posted on Sam.gov.

If you wish to be considered for award, you must extend the acceptance period for your offer. ALL OFFERORS SUBMITTING PROPOSAL REVISIONS must state in your revised proposal that your proposal is valid for 120 days past the closing date of the Amendment which is July 22, 2021.

Rolling Awards Phase 2 Awardees and Apparent Successful Offerors List

In accordance with OASIS SB Pools 1, 3, & 4 On-Ramp Solicitation number GS00Q13DR0002P1P3P4 Section M.3(i)1, the Government is making awards on a rolling basis. This award announcement is only for the next top 89 ranked offers, including those tied at the 89th position, which did not require clarifications or communications regarding matters of responsibility. Evaluations for the remaining 61 anticipated awards in OASIS SB Pool 1 are on-going. 

The lowest score, before proposal technical evaluation, for these awards was 6,550 points.

If your company is not on the Phase 2 award list, it does not mean you are no longer being considered for award. Only those offerors who have received a FAR 15.503(b) Notification of Unsuccessful Offeror have been removed from consideration. If your company has not received such a notification, then your offer is still under evaluation and consideration for award. Evaluations will continue until all award decisions are made. We anticipate the remaining award decisions to be made during the second quarter of fiscal year 2020.

GSA will issue individual notifications to Offeror points of contact who were authorized to access the Offeror's proposal in symphony at the time of proposal submission.

OASIS SB Pool 1 Award Announcement Phase 1 Rolling Awards

In accordance with OASIS SB Pools 1, 3, & 4 On-Ramp Solicitation number GS00Q13DR0002P1P3P4 Section M.3(i)1, the Government is making awards on a rolling basis to maintain competition levels in light of the significant number of contractors in OASIS Small Business (SB) Pool 1 that re-represented as “Other than Small Business” on or before October 19, 2019. This award announcement is only for the top 40 ranked offers, including those tied at the 40th position, which did not require clarifications or communications regarding matters of responsibility. Evaluations for the remaining 150 awards in OASIS SB Pool 1 are on-going. 

The lowest adjusted score, after proposal technical evaluation, for these top 40 awards was 6,900 points.

If your company is not on the Phase 1 award list, it does not mean you are no longer being considered for award. Only those offerors who have received a FAR 15.503(b) Notification of Unsuccessful Offeror have been removed from consideration. If your company has not received such a notification, then your offer is still under evaluation. Evaluations will continue until all award decisions are made. Update #10 ·

The purpose of this amendment is to:
1) Extend the deadline for submission of proposals to 2:00 PM EDT on Friday, June 28, 2019. Note that a number of users have identified an inability to submit their proposal by the previously established deadline due to perceived system issues. GSA has reviewed these issues extensively and determined them to be based on user error, however, GSA will extend the deadline to accommodate users who have difficulty submitting through the system.
The Symphony help desk will be available to respond to tickets submitted before 11:00 AM EDT on June 28, 2019. Should Offerors require assistance from the Symphony help desk, they must submit such help desk tickets no later than 11:00 AM EDT. As such, Offerors are strongly encouraged to "Submit" their proposal by no later than this time, so that, should any issues arise, they may still submit a help desk ticket and have it addressed prior to the 2:00 PM EDT deadline. GSA assumes no responsibility for resolving system issues reported after 11:00 AM EDT - this is the Offeror's sole responsibility.
Offerors who already submitted a compliant and timely proposal are not required to take any action. Note that this amendment is not required to be acknowledged.

Update #9 ·

The purpose of this amendment is to reiterate and clarify the following regarding the Solicitation:
(1) Consistent with the terms of the Solicitation regarding determination of responsibility, Offerors are advised that the Contracting Officer intends to resolve any omissions, deficiencies, or ambiguities observed with respect to Solicitation Section L.5.2.1, Financial Resources, through communications with apparently successful Offerors. Apparently successful Offerors may, upon request by the Contracting Officer, submit information required pursuant to Section L.5.2.1 (e.g., financial statements) directly to the Contracting Officer. Information provided by a component company of any established CTA may be submitted directly to the Contracting Officer without disclosure to other team members.
(2) Consistent with the terms of the Solicitation regarding size status, GSA will not make determinations regarding the status of a concern as a small business. Should matters concerning size status representations arise, they will be referred to the SBA in accordance with FAR Subpart 19.3.
(3) The last amendment to the Solicitation which Offerors are required to acknowledge, per Solicitation Section L.5.1.1(c)2, is Amendment 04. Offerors acknowledging later amendments will not be penalized, however, it is not necessary for Offerors to acknowledge Amendments posted following Amendment 04 for their proposal to be considered acceptable.

 

All other terms, conditions, and deadlines remain the same. The proposal submission deadline remains unchanged.

The purpose of this amendment is to:

1) Revise Section L.5.1.2, L.5.3.1, and L.5.3.3.1 to clarify the use of projects awarded by agencies with specific authority outside the FAR, revisions are highlighted in yellow.

All other terms, conditions, and deadlines remain the same.

Update #7 ·

The purpose of this Amendment is to:


1) Incorporate the additional Questions and Answers (Q&As) via Attachment 17. Please note that these additional Q&As are supplemental to the Amendment 04 Attachment 17. These are Q&As that were submitted through the Google Form prior to the Q&A deadline but not included in Amendment 04.


2) Update Section L.5.1.10(d)7. to change Mentor-Protégé Joint Venture Agreement to Mentor-Protégé Agreement, changes are highlighted in yellow. Related answers provided in Attachment 17 through Amendment 04 should be considered amended to replace references to 'MP/Mentor-Protégé JV agreements" needing SBA approval before submission of an offer with "MP/Mentor-Protégé agreements."


3) Update Section L.5.4 to clarify the mapping requirements in calculating Offeror Past Performance scores, changes are highlighted in yellow.

The Purposes of this Amendment to the OASIS SB On-Ramp, issued under Solicitation GS00Q-13-DR-0002 are to:

1. Reopen the solicitation until June 20, 2019.

2. Incorporate Pools 3 and 4 as part of this On-Ramping solicitation, in addition to Pool 1.

3. Update the Solicitation from OASIS SB Pool 1 On-Ramp to OASIS SB Pools 1, 3, & 4 On-Ramp in order to improve clarity and decrease the level of effort for Offerors to respond to multiple OASIS SB Pools.
    a. There has been no cancellation of the OASIS SB Pool 1 On-Ramp solicitation. Due to the addition of Pools 3 and 4 as well as the numerous changes to the OASIS SB Pool 1 On-Ramp solicitation, it has been determined that, for the sake of clarity, this amendment will not be referred to as OASIS SB Pool 1 On-Ramp Amendment 06. The updated solicitation will now be referred to as the OASIS SB Pools 1, 3, & 4 On-Ramp starting at Amendment 0. All previous amendments issued under the OASIS SB Pool 1 On-Ramp (Amendments 01 through 05) are now considered immaterial and do not need to be acknowledged.
    b. All offers submitted in response to Pool 1 will need to be resubmitted under this amendment.

4. Allow for submission of new offers for SB Pools 1, 3 & 4.
    a. This solicitation now will have two proposal submission dates applicable, please see Section L.3 for additional information.

5. Revise various areas of Sections A, L, and M. Revisions are highlighted in yellow.

6. Provide for proposal submission through Symphony; please see Section L.3 for additional information.

7. Please note that the submission of questions for this solicitation will now be conducted through Symphony and that the Q&A period will be reopened. Please see Section L.2.1 for additional information.

As a result of the GAO's recommendation to solicitation protest B-408685.18, GSA has implemented revisions to the OASIS SB On-Ramp solicitation to comply with current procurement law and to improve the on-ramp solicitation/offer process. In response to the GAO's recommendation, both Prime/Subcontractor Contractor Team Arrangements (CTAs) and Joint Ventures may now utilize the experience of their First Tier Subcontractors; see Sections L.2 and L.5.1.10 for additional information when utilizing First Tier Subcontractor experience. GSA has also taken this opportunity to incorporate the remaining OASIS SB Pools (Pool 3 and 4) that will be On-Ramped into this solicitation. OASIS SB Pools 1, 3, and 4 are now able to have offers submitted for through this solicitation. While the solicitation title and amendment number has changed from OASIS SB Pool 1 On-Ramp Amendment 05 to OASIS SB Pools 1, 3, & 4 On-Ramp Amendment 0, there has been no cancellation of the OASIS SB Pool 1 On-Ramp. The change in the name/numbering system is in order to improve clarity and reduce confusion based on feedback from industry. Due to the numerous changes to the solicitation to include the submission method, all offers submitted in response to Pool 1 must be resubmitted under this amendment. The Government will not proceed with the evaluation of any offers submitted under the previous SB Pool 1 On-Ramping solicitation unless they are resubmitted in response to the OASIS SB Pools 1, 3 & 4 On-Ramping solicitation. All proposals will now be utilizing the more streamlined Symphony system for submission rather than the previously utilized GSA GACA process. This system will assist Offerors in the timely and complete submission of their proposals, as well as assist Offerors in communicating questions and receiving answers from the OASIS office. Please note that there may be minor updates to Symphony throughout the On-Ramp process, these updates will not diminish your ability to submit a proposal. Symphony will not be available until approximately 48 hours after the posting of this notice.
