About this file
This document is an amendment to an open solicitation for the OASIS Small Business (SB) contract vehicle. Key details include:
The amendment reopens the solicitation until June 20, 2019 for Pools 1, 3, and 4 of OASIS SB. It allows for new offers to be submitted for these pools and incorporates changes allowing prime contractors and joint ventures to utilize experience of first-tier subcontractors. The submission method has changed to the Symphony system, replacing the previous GSA GACA process. A virtual industry day will be held on May 7th to review the solicitation and demonstrate the Symphony submission system.
The OASIS SB contract provides complex professional services solutions for federal agencies. This amendment updates the solicitation to incorporate additional pools, clarify submission requirements, and comply with current procurement law based on a recent GAO decision related to use of subcontractor experience.
