This document provides details on an amendment to the OASIS SB On-Ramp solicitation under number GS00Q13DR0002P1P3P4. The amendment incorporates Pools 3 and 4 into the solicitation in addition to Pool 1. It allows for new offers to be submitted for SB Pools 1, 3, and 4, with submission dates of May 29, 2019 for Pools 1 and 3, and June 20, 2019 for Pool 4. Revisions include allowing the use of first-tier subcontractor experience when utilizing contractor team arrangements or joint ventures. The General Services Administration will host a virtual industry day on May 7, 2019 to review the solicitation and demonstration the Symphony system for proposal submission. GS00Q-13-DR-0002 for OASIS Small Business (SB) Pools 1, 3, and 4, AMENDMENT 10: Questions and Answers, Posted: July 15, 2021

Question

# QUESTIONS RESPONSE

How do we know where we currently rank in terms of points and if we are still being considered for award and scored adequate points?

At the time awards were made, award notifications were posted on Sam.

gov. The following information was included in the SAM.gov posting: Pool 1 lowest evaluated score is 6,350; Pool 3 lowest evaluated score is 6,350;

Pool 4 lowest evaluated score is 6,850 points. To be in line for award (under Amendment 09), your score must be at or above the lowest evaluated score as posted. Any offeror that submitted a timely proposal by June 28, 2019 at 2:00 pm (EDT) received either a contract award or an unsuccessful offeror letter that notified you whether your self score and/or evaluated score was below the threshold for award and/or whether your proposal was determined to be non-compliant.

Item #5) of the file “Read Me First – Notice of Amendment 06.30.2021” states that “If an offeror’s priced proposal was determined to be fair and reasonable under the previous solicitation, submitting a revised pricing proposal is not necessary…” [OFFEROR] did not receive any feedback on our previous proposal. We do not have any information on GSA’s determination of the fair and reasonableness of our price proposal. Please notify us how we can learn if GSA determined our previous price proposal to be fair and reasonable, or not.

You may refer to GSA's previously issued notice of unsuccessful offeror letter for further information on why your proposal did not receive award. If your technical score was below the minimum threshold identified on SAM.

gov at the time of award, your proposal pricing may not have been evaluated as it was irrelevant to the failure of your offer to receive an award. Accordingly, if you did not receive any feedback on pricing, it is likely that you were unsuccessful due to a low technical score.

[Offeror] proposed for an award on the OASIS Small Business Pool 1. Our proposal was unsuccessful due to our score falling below the minimum awardable score total, and as such we don’t believe re-bidding based upon Amendment 09, having to do with ceiling rates, that we would be found awardable. Please confirm and/or provide an explanation if this is not the case?

If your proposal was unsuccessful due to your technical score, revising your price proposal in response to Amendment 09 will not put your company in line for award. Technical proposal revisions will not be accepted because no portion of the technical requirement has changed as a result of Amendment 09.

We were not selected under the previous announcement in November 2019, so I would assume that this amendment does not pertain to us?

This Amendment pertains to all offerors that submitted timely proposals, however, because the Amendment does not affect technical aspects of the proposals, offerors that were unsuccessful due to low technical scores will not receive an Award under the Amended Solicitation.

SF30 Continuation Sheet

How do we know if our pricing was determined to be "fair and reasonable" in the previous evaluation? We did not receive any feedback on our pricing.

If an offeror’s price proposal was determined to be fair and reasonable under the previous evaluation, submitting a revised pricing proposal is not necessary and will not make a proposal more competitive. Revised pricing proposals will not affect an offeror’s technical score.

If a technical score was high enough, but your proposal was removed from consideration due to a price related factor, GSA would have informed you as such at the time of previous awards. If your technical score was below the minimum threshold identified on SAM.gov at the time of award, your proposal pricing may not have been evaluated as it was irrelevant to the failure of your offer to receive an award. Accordingly, if you did not receive any feedback on pricing, it is likely that you were unsuccessful due to a low technical score.

Will offerors who's pricing was deemed fair and reasonable during phases 1 and 2 of the evaluation, but did not receive and award due to lower points still be reconsidered for award even if no updated pricing is submitted?

If your proposal was unsuccessful due to your technical score, revising your price proposal in response to Amendment 09 will not put your company in line for award. Technical Proposal revisions will not be accepted.

Last time our proposal was rejected because of price. For this one, is the only one we need to submit the pricing proposal? (in another word, do we need to attach all items of the proposals?)

You only need to submit your revised pricing proposal as instructed in the amendment.

30.2021: Bullet #4 (p.2)

(Question) If an Offeror chooses not to revise nor resubmit its pricing proposal, what (if any) action is required? For example, must the Offeror still sign the SF-30 Amendment 09?

There will be no action required. You do not have to sign and return the amendment unless you are submitting a revised pricing proposal.

We did not receive an award under the last round of OASIS on-ramps due to the minimum self-scoring points. Therefore, our pricing was not evaluated (at least we were not informed of such evaluation). Please advise why this Amendment was sent to our organization. Thank you.

The amendment was sent to offerors in accordance with FAR 15.206(c).

10 Does the government require Amendment 9 to be completed, signed and sent in with the Volume 6 Cost/Pricing revision?

If you are revising your pricing volume, you must sign and submit the Amendment along with your revised proposal.

In accordance with FAR 52.212-1, the proposal for GS000Q-13- DR-0002 was submitted to the Government 27 June of 2019 with a validity period of 365 days, as requested by the solicitation. As such, the period for acceptance of offers has expired and the Government cannot make an award against an expired offer as it can no longer be considered. If the offeror wishes to revalidate the submitted proposal so that the Government can make an award against it, the Offeror assumes that a simple response statement revalidating the offer period is acceptable. Please confirm and provide a date for the period of acceptance.

If you wish to be considered for award, you must extend the acceptance period for your offer. ALL OFFERORS SUBMITTING PROPOSAL REVISIONS must state in your revised proposal that your proposal is still valid for 120 days past the closing date of the Amendment which is July 22, 2021.

[Offeror] is in receipt of your Amendment #9 e-mail with associated attachments, but we need some additional help from you in order to know how (or whether) to respond.

[Offeror] is currently a GSA OASIS-SB Pool 3 and Pool 4 contract holder. During the On-Ramp solicitation period, we responded to the opportunity to on-ramp to OASIS-SB Pool 1.

We note in the “Read Me First” file that Amendment #9 was issued in response to a Court of Federal Claims case and affects the documentation required by GSA with a deadline to follow-up based upon meeting certain conditions.

[Offeror] dilemma in this case is that we never received any feedback from GSA whatsoever regarding our OASIS-SB Pool 1 On-Ramp proposal submitted. Therefore, we do not know whether to respond to this Amendment #9 or not.

Could you or one of your staff please provide an update on [Offeror] OASIS-SB Pool 1 On-Ramp proposal so that we know whether we need to respond to this Amendment #9 or not?

An unsuccessful offeror letters explaining the basis for GSA's decisions were previously issued.

Original submissions for OASIS were conducted via the online Symphony system. Please clarify if the Symphony registration and submission should be used for offerors submitting only a revised Attachment J.9. If not, please provide the method of submission.

Please see Amendment 09 for submission instructions. Symphony will not be used for the submission of pricing proposal revisions. All revisions shall be submitted via email to OASIS.SB.OnRamp@gsa.gov.

We are in receipt of the June 30, 2021 amendment and related correspondence permitting offerors to revise any aspect of its pricing proposals. Can you please confirm that all offerors in receipt of this communication will be evaluated for both Pool1 and Pool 3 awards despite previously receiving an unsuccessful offeror notification -- i.e., that receipt of this amendment supersedes an unsuccessful offeror notification?

All pricing proposals revisions will be evaluated in accordance with the Amended Solicitation.

15 Is government going to make more awards for OASIS. Is my company still in consideration for the award?

GSA may make additional awards resulting from reevaluation under Amendment 09.

16 Will the target for pool 1 awardees increase from the original 190?

GSA may make additional awards resulting from reevaluation under Amendment 09.

If companies are being asked to resubmit their cost proposal, can it be assumed that their previously submitted proposal was determined to be fair and reasonable?

No.

Beyond the revised pricing workbook and signed SF-30, can you confirm if any other materials should be included with the submission?

No other materials should be included with the submission, unless your original proposal has expired and needs to be "revalidated"

19 How many additional awards does GSA intend to make in each pool?

GSA intends to make award to any qualifying offerors resulting from reevaluation under Amendment 09.

20 If we choose not to submit a revised proposal, is there a preference on how how we notify the Government? No notification is required.

21 Is the offeror expected to resubmit the Amended Pricing Spreadsheet via GSA Symphony?

Please see Amendment 09 for submission instructions. Symphony will not be used for the submission of pricing proposal revisions. All revisions shall be submitted via email to OASIS.SB.OnRamp@gsa.gov.

[Offeror} submitted an initial and revised proposal for the OASIS SB but we never received any notice of unsuccessful offer, or any form of debriefing relative to the merits of our proposal, can you please provide us something that discusses how we scored and why we didn’t make the award pool (we asked for this previously, but never received a response)?

Unsuccessful offeror letters explaining the basis for GSA's award decisions were previously issued.

Solicitation Section M.5.4(f) states: “If an Offeror does not meet one or more of these parameters for any labor category, the Offeror is strongly advised to provide clear and convincing rationale to support the proposed direct/indirect and/or profit rate (s).” Earlier in Section M.5.4(c), the solicitation references the J.

2 “ranges” which would include both the high and low end of the range. Is M.5.4(f) intended to advise offerors to submit a rationale for any rates that are outside the ranges or, pursuant to Section L.5.6(h), is a rationale only required for rates that exceed the range provided in Section J.2?

A rationale is only required for rates that exceed the range provided in Section J.2

Should our organization not intend to submit a revised pricing proposal, should we state as such formally in an email to the

COR?

No notification is required.

Since the current month is July 2021, should offerors revising their pricing fill in Attachment J.9 Columns H and I (both on the Gov Site and Contractor Site sheets) as the time period for ordering from those columns has passed.

Offerors revising their pricing do not have to revise Columns H or I.

Reference: Notice of Amendment 06.30.2021, Page 2, Paragraph 5

If we opt not to resubmit our price proposal, will our award remain valid? Yes.

As ITEM 13 Box E in the SF30 for Amendment 09 is not marked, please confirm whether Offeror is (or is not) required to sign and return the SF30 for Amendment 09 if Offeror is not submitting a revised pricing proposal.

You do not have to sign and return the amendment unless you are submitting a revised pricing proposal.

Since other sections of the previous submission beyond the pricing volume are not to be resubmitted, will they be reconsidered or rescored in any way?

GSA reserves the right to reevaluate any aspect of proposals. However, revisions are limited to pricing proposals only.

29 For revised pricing proposals, please provide submission requirements including email or GSA upload link.

Please see Amendment 09 for submission instructions. All revisions shall be submitted via email to OASIS.SB.OnRamp@gsa.gov.

30 DO we use Symphony to upload our amended pricing and just overwrite what is currently there?

Please see Amendment 09 for submission instructions. Symphony will not be used for the submission of pricing proposal revisions. All revisions shall be submitted via email to OASIS.SB.OnRamp@gsa.gov.

Dear Ms. Henry – Pursuant to your notification to [offeror] of the intended corrective action that GSA is taking with respect to our OASIS SB submission, we do not intend to make any changes to our original pricing submission based on the prevailing understanding that it was determined fair and reasonable under the previous evaluation. If we are in error in terms of our understanding, or you require any amplifying information with regard to that pricing submission, please contact [offeror]. Thank you.

No answer necessary.

32 Will the government be on-ramping additional contractors? If so, how many are anticipated per pool?

GSA intends to make award to any qualifying offerors resulting from reevaluation under Amendment 09.

33 Follow-up to first question. Will changing our pricing at this point make a difference in being considered for award?

If your pricing was previously determined not to be fair and reasonable, then changing your pricing at this point to comply with the solicitation pricing requirements could make a difference in being considered for award. However, if your technical score was too low to receive award, changing your pricing will not make a difference in being considered for award.

Item #3 of the file “Read Me First – Notice of Amendment6.

30.2021” states that no other revisions will be allowed to the non-price elements of the proposal. Since our previous submission, BCS has been investing in actions to improve our point scoring on future OASIS solicitations. For example, we have received our ISO 9001 certification, obtained additional prime contracts, and we are pursuing CMMI certification. Will GSA reconsider its decision to not allow non-price elements to be updated? If not, when does GSA anticipate another on-ramp for OASIS Small Business Pool 1?

GSA will not reconsider its decision to not allow non-price elements to be updated.

OASIS Small Business currently expires in September 2024 and no other plans for onramping are planned at this time. GSA is working on a new Professional Services Multi-Agency Contract (Services MAC). Please visit SAM.gov (https://sam.

gov/opp/762670e7ddd940db96fb85799449f3c8/view) for updates and new information on Services MAC

35 We submitted under Pool 1, does this amendment affect us? Yes. The amendment impacts all Pools 1, 3, and 4 that were onramped under the solicitation.

When submitting our revised Volume 6 Cost/Pricing, is there a specific subject line required to be entered in the response email?

This is at your discretion, however, "Revised Proposal re: Amendment 09, Solicitation Ns. GS00Q-13-DR-002" would be acceptable.

Evaluation criteria for pricing for OASIS 8(a) was the same as for OASIS SB Pools 1, 3, and 4. Does GSA intend to revise evaluation criteria for OASIS 8(a) as well?

After the corrective action is completed for the SB Pools 1, 3, and 4 OnRamp Solicitation, GSA will review the 8(a) and Unrestricted source selection process.

Can you confirm the cut off technical score for prior awards in Pool 1 for this solicitation was 6350? If so, will offerors with lower scores be reconsidered under this amendment?

The lowest evaluated score receiving a Pool 1 award was 6,350 points.

GSA will not reconsider offerors with lower scores under this amendment.

We have received good score to be considered for the award for Oasis SB pools. We kindly request GSA to consider us for the award.

No answer necessary.

40 If the government intends to increase pool 1 awardees, what is the new target number of awardees?

GSA intends to make award to any qualifying offerors resulting from reevaluation under Amendment 09.

Will GSA provide companies with information to find out if their previously submitted proposal was determined to be fair and reasonable?

You may refer to GSA's previously issued notice of unsuccessful offeror letter for further information on why your proposal did not receive award. If your technical score was below the minimum threshold identified on SAM.

gov at the time of award, your proposal pricing may not have been evaluated as it was irrelevant to the failure of your offer to receive an award. Accordingly, if you did not receive any feedback on pricing, it is likely that you were unsuccessful due to a low technical score.

42 Are cover letters allowed? Yes, cover letters are allowed but offer no additional competitive advantage.

Is the offeror expected to follow a specific file naming convention when it resubmits the Amended Pricing Spreadsheet?

Solicitation section L.4, Proposal Format Instructions, provides file naming guidance.

Will an offeror be penalized in any way for submitting a proposal with rates below the range set forth in Section J.2 without an accompanying justification?

No.

The Section J.2 Att. that came along with the amendment seems to be the same rates provided in Amendment 04 in 2019.

Since it has been two years, should offerors, start with those rates and then add an escalation factor for 2019 and 2020?

Yes, offerors should start with those rates in year 2019 and escalate according to your approved estimating/accounting practices from there.

See solicitation section B.2.5.1, Ceiling Rates for T&M and L-H Task Orders as an additional reference point.

Reference: Notice of Amendment 06.30.2021, Page 2, Paragraph 5

If we opt not to resubmit our price proposal, will GSA re-evaluate our existing proposal or will our award simply stand?

GSA will re-evaluate the pricing proposals of all offeror with scores above the lowest evaluated score (see the response to question 1). By its terms, Amendment 09 will not change evaluation results with respect to prices that were previously determined to be fair and reasonable.

47 Will the previous technical scores remain the same as originally evaluated?" Yes.

48 How many firms remain eligible in Pool 1 for consideration under this amendment?

GSA will not comment on how many firms may be eligible under the Amendment.

49 Do we have the option to submit a complete bid and not just pricing? No.

50 Does the government have a target Submission Score per pool?

If so, please provide. No.

Besides the direct labor rates, is there a target percent or range for any other pricing element (for example, fringe, overhead, G&A, fully loaded rates, differential between government and on-site rates)?

No.
