About this opportunity
The U.S. Army Corps of Engineers Omaha District is soliciting construction services for the rehabilitation of the spillway apron slab at Oahe Dam in South Dakota. The scope of work includes selective demolition of existing concrete slabs and walls, forming and pouring concrete patches to replace demolished sections, installing water stops at joints, replacing two 6-inch check valves in the spillway gallery, and repainting connection pipes. The project addresses significant structural issues including apron slab rebound of up to 2.5 feet, compromised frost blanket drainage systems, sheared subdrains, loose/displaced seals, and concrete cracking, spalling, and delamination. Contractors must provide all personnel, equipment, tools, vehicles, and supervision necessary to complete the work in accordance with project drawings and specifications. The solicitation closed on August 26, 2025, with bids submitted electronically, and nine contractors submitted proposals ranging from $659,220.75 to $3,495,550.00.
This opportunity is designated as a 100% small business set-aside under NAICS code 237990 (Other Heavy and Civil Engineering Construction), with contractors required to have active SAM registration. The government's cost estimate for the project is $879,791.86, with the overall construction cost estimated between $500,000 and $1,000,000. The contract will be awarded as a firm-fixed-price agreement with a mandatory 365-calendar-day performance period. Work will be performed at the Oahe Dam facility in Fort Pierre, South Dakota, with two site visits conducted in August 2025 to allow potential contractors to inspect the work area. The bid schedule includes five line items covering concrete repairs, joint repairs, and comprehensive work including mobilization and demobilization, with specific quantities such as 229 square feet of full depth concrete repairs and 858 linear feet of concrete joint repairs with waterstop.
