About this opportunity
The U.S. Army Corps of Engineers Omaha District is seeking construction services to rehabilitate the Oahe Dam Spillway Apron Slab, which requires comprehensive repairs due to significant structural issues including upward rebound of up to 2.5 feet, compromised frost blanket drainage systems, sheared subdrains, and extensive cracking, spalling, and delamination. The contractor must provide all personnel, equipment, tools, vehicles, and supervision necessary to complete the rehabilitation work, including installation of two new overflow check valves in the spillway gallery and repainting connection pipes. This is a non-personal services contract where the government will not exercise supervision or control over contract service providers, who remain accountable solely to the contractor. The pre-solicitation notice was posted on July 10, 2025, with the full solicitation expected to be released on or about July 24, 2025, and responses due by August 26, 2025. Contractors must be registered in the System for Award Management (SAM) and have NAICS code 237990 (Other Heavy and Civil Engineering Construction) included in their profile to be eligible for award.
This opportunity is designated as a Total Small Business set-aside, restricting competition to qualifying small business concerns under the applicable NAICS code. The contract falls under PSC code Y1KA for Construction of Dams, reflecting the specialized nature of the infrastructure work at the Oahe Dam facility. No incumbent contractors or current service providers are identified in the pre-solicitation notice, nor are specific award values or budget ranges disclosed at this stage. The structural damage requiring attention includes differential movement that has likely caused subdrain failures, loose and displaced seals throughout the spillway system, and widespread concrete deterioration affecting the apron slab's integrity. The timeline for completion of services will be detailed in the full solicitation, along with more specific technical requirements and performance standards for the rehabilitation work.

The contractor shall provide all personnel, equipment, tools, vehicles, supervision, and other items necessary to repair Oahe Spillway Apron Slab in accordance with the project drawings and specifications. The contractor shall provide and install a two new overflow check valves in the spillway gallery and repaint the connection pipe.
The apron slab relies on a functioning frost blanket drainage system and seals which have been compromised. The apron slab and inclined blocks upstream of the cutoff have rebound upwards of 2.5 feet following construction; differential movement has likely caused the subdrains to shear. Other items requiring attention include several loose/displaced seals as well as apron slab cracking, spalling, and delamination.
