About this opportunity
The Naval Supply Systems Command Fleet Logistics Center Norfolk is procuring oxygen canister hydro-static testing services and regulator calibration/maintenance in support of the Medical Central Issue Facility (MEDCIF). The solicitation has undergone amendments that removed regulator-related contract line items and changed the focus to primarily hydro-static testing of approximately 170 Navy-owned oxygen canisters annually. The contractor will be responsible for picking up and delivering cylinders within 150 miles of the facility and must provide stickers or stamps indicating when testing was performed. Evaluation will be based primarily on price, though past performance may be considered if the lowest-priced quote does not represent the best value. The solicitation deadline was September 8, 2025 at 10:00 AM, with the government utilizing simplified acquisition procedures under FAR Part 13.
This solicitation does not include any set-aside designations, though initial documents referenced service-disabled veteran-owned small business considerations. The contract establishes a base period from September 22, 2025 to September 21, 2026, with four additional one-year option periods extending through September 21, 2030, for a total potential duration of 60 months. The government estimates testing approximately 42 oxygen canisters quarterly during the base period, with 212 canisters per option period, and includes a not-to-exceed amount of $2,500 per period for maintenance services. Services will be performed at the Naval Weapon Station Cheatham Annex in Williamsburg, Virginia, with strict security requirements for contractor personnel and equipment. The contract will be awarded on a firm-fixed-price basis under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance.
