About this file

This document is a Maintenance Requirement Card (MRC) for a Medical Oxygen Regulator with Pressure Gauge and Flow Meter, dated June 2024. The document provides detailed procedures for performing a pressure leak test and verifying the flow rate of medical oxygen regulators. The maintenance is to be conducted annually or after work center receipt of a regulator, with strict safety precautions including wearing a faceshield and opening cylinder valves slowly.

The procedure involves detailed steps for leak testing, including verifying the Leak Test Monitoring Tag, installing the regulator on an oxygen cylinder, checking pressure readings, performing a 90-second leak test (where pressure should not decrease more than 100 psi), and verifying the flow rate at 2 liters per minute. If any issues are detected during the testing process, such as excessive pressure drop or bleed-off time, the regulator must be discarded and the work center supervisor notified. The document is marked with Distribution Statement D, indicating it is export-controlled and authorized only for Department of Defense and U.S. DoD contractors.

PROCEDURE

NOTE 1 : Accomplish this maintenance requirement when any of the following periodicities or situations occur.

a. Annually.

Maintenance Requirement Card (MRC) Page 1 of 3 SYSCOM: 64 FS37 N

OPNAV 4790/85 (REV. 9-97)

1. Perform Medical Oxygen Regulator Pressure Leak Test and Verify Flow Rate.

WARNING: Comply with Navy Safety and Occupational Health (SOH) Manual, OPNAV M-5100.23 as well as any additional guidance from other applicable policy.

b. After work center receipt of regulator.

NOTE 2 : Regulators must have Leak Test Monitoring Tag installed and continually affixed to monitor leak test history.

a. Verify Leak Test Monitoring Tag (SPMIG 01347) attached to Oxygen Regulator. Attach Leak Test Monitoring Tag if Regulator is new.

(1) Verify Regulator's serial number matching with information on tag; write serial number on tag if new. If Regulator does not have manufacturer serial number, use locally-made serialization to identify each Regulator in Use.

(2) Verify date last Leak Test was perform, enter current date for new Regulator.

b. For Regulators attached to Oxygen Cylinder in Use: observe most recent Pounds per Square Inch (psi) pressure reading on Control tag for Medical Oxygen Equipment (NAVSEA 6700/1), if psi reading is more than 1000 psi, retain Regulator on Cylinder for leak test procedure and proceed to Step 1.e. If Oxygen Cylinder pressure is less than 1000 psi, disconnect Oxygen Regulator from Cylinder valve post.

c. For new Regulator and Regulator that was attached to Cylinder with pressure less than 1000 psi, Obtain available Medical Oxygen Cylinder in Use, with same type of cylinder valve post that Regulator is intended to use: D Cylinder or H Cylinder, with known pressure of more than 1000 psi according to Cylinder's Control tag;

disconnect original regulator from Cylinder in Use and set aside.

d. Install to be tested Regulator on Oxygen Cylinder valve post.

WARNING: Open cylinder valve slowly. Failure to do so may result in broken reducing valve or serious explosion. Wear faceshield.

e. Put on faceshield.

f. Inspect and ensure Oxygen Regulator flow control knob is CLOSED and/or flowmeter dial adjusted to "0", as applicable to Regulator type.

g. Turn Cylinder main valve ON, using non-sparking or box wrench (as applicable) or installed Cylinder flow control hand knob for emergency status O2 Cylinders.

Observe Regulator pressure gauge reading at least 1000 psi or more.

h. Perform Oxygen Regulator Leak Test.

(1) Shut Cylinder main valve OFF, start timer, observe Regulator pressure gauge reading for 90 seconds.

(2) If pressure decreased more than 100 psi in allotted 90 seconds, release remaining pressure, disconnect Regulator from Cylinder valve post, notify workcenter supervisor, discontinue maintenance requirement.

Discard faulty Regulator.

(3) Continue Maintenance Requirement if pressure not decreased or loss is less than 100 psi in 90 seconds.

i. Verify Oxygen Liters Per Minute (lpm) flow rate.

(1) Turn Cylinder main valve ON, adjust Regulator flowmeter rate to 2 lpm.

(2) Shut Cylinder main valve OFF, start timer, observe Regulator pressure gauge reading.

(3) Stop timer when Pressure gauge indicator needle at zero psi, verify bleed off time does not exceed 35 seconds. Enter current date on Leak Test Monitoring tag, omit enter date on new tag.

(4) If Regulator bleed off time exceeds 35 seconds at 2 lpm flow, disconnect Regulator from Cylinder valve post, notify workcenter supervisor, discontinue maintenance requirement. Discard faulty Regulator.

j. For Oxygen Cylinder that was used only for procedure, reinstall original regulator, as applicable. Reinstall tested Regulator to original Oxygen Cylinder, Maintenance Requirement Card (MRC) Page 2 of 3 SYSCOM: 64 FS37 N as applicable.

k. Remove faceshield.

l. Return equipment to readiness condition.
