About this file

This document is a Standard Form 30 (SF-30) contract amendment for a Navy solicitation (N0018925Q0498) for Oxygen Cylinder Hydro-Static Testing and Filling services. The amendment modifies the original solicitation by revising the Performance Work Statement and removing option year Contract Line Items (CLINs). The primary requirement is for hydro-static testing of approximately 170 Navy-owned oxygen canisters annually, with the contractor responsible for picking up and delivering cylinders within 150 miles of the Medical Central Issue Facility in Williamsburg, VA.

The period of performance is 22 September 2025 to 21 September 2026, with the Navy estimating 42 O2 canisters to be inspected quarterly. Key requirements include providing a sticker or stamp indicating when testing was performed, and the potential ability to fill O2 canisters upon customer request (which would require a separate contract modification). The solicitation is being issued by NAVSUP FLC Norfolk Contracting and will be awarded on a Firm Fixed Price basis, with evaluation primarily based on price, though past performance may be considered if the lowest-priced quote appears to not represent best value.
