About this opportunity
The National Oceanic and Atmospheric Administration is soliciting quotes for replacement of a NOAA Weather Radio shelter at its Perry, Florida facility, with quotes due July 10, 2026 at 1400 PST. This is a total small business set-aside restricted to Women-Owned Small Businesses (WOSB), with NAICS 236220 and a size standard of $45 million.
Place of performance is Perry, Florida (8610 E. Jody Morgan Rd, Perry, FL 32347). The requirement is for a non-permanent, metal-sided and metal-roofed (or similar fiberglass) building approximately 8 feet wide by 10 feet in length, not to exceed 9.5 feet by 11.5 feet, with minimum 8-foot ceilings, to house a VHF 1000-watt transmitter with electrical systems. The structure must include a 1.5-ton mini-split HVAC system maintaining temperatures between 50°F and 85°F year-round, a 100-amp electrical panel with at least 16 circuit spaces including two dedicated 220V 20A breakers, grounding systems testing to less than 10 ohms, and commercial-grade security hardware. The shelter must meet current Florida Building Code wind-load requirements. Completion is required within 120 days after Notice to Proceed.
The government's target budget range is $70,000 to $80,000 but reserves the right to award based on best value outside this range if funds are available. This is a firm-fixed-price acquisition. Evaluation uses Best Value Trade-Off procedures weighing demonstrated prior experience and project schedule as slightly more important than price. Quotes must include SF 1449, signed amendment acknowledgments (SF 30), and ten-page technical documentation with photos of similar work. Prevailing wage rates apply under Service Contract Labor Standards (SCLS). Period of performance is July 15, 2026 through November 12, 2026. Amendment 0004, issued July 7, addresses 18 contractor questions without changing the quote deadline. Site visits may be scheduled with Doug Sherrick at (850) 942-8831 x260 or douglas.sherrick@noaa.gov. The Western Administrative Division (WAD-NWS) in Seattle administers the contract.
