About this opportunity

NOAA intends to solicit a total small business set-aside design-build contract for repair and renovation of the Gulf Marine Service Facility (GMSF) and wharf in Pascagoula, Mississippi, with draft questions due November 13, 2026 at 12:00 PM EST. Work is performed at NOAA's GMSF, 151 Watts Avenue, Pascagoula, Mississippi 39567. The procurement uses NAICS 237990 and PSC Y1PZ.

The draft RFP (No. 1305M4-26-R-0034) requires six mandatory CLINs (0001-0006) covering preconstruction and design services, wharf structural repairs, south bollard repairs, electrical upgrades, security upgrades, and sitework, plus optional CLIN 0007 for video surveillance and access control upgrades, with an anticipated exercise 180 days after award. The government summary describes a single firm fixed-price contract with a 550-calendar-day performance period from Notice to Proceed and a budget of $12.75 million covering architectural/engineering and construction services.

Contract terms require performance and payment bonds at 100 percent of contract price, workers compensation, general liability, and builder's risk insurance, and Davis-Bacon wage compliance. Liquidated damages accrue at $2,485.97 per calendar day for delays. Evaluation uses Highest-Technically Rated with a Fair and Reasonable Process under Best Value criteria, with non-price factors significantly more important than cost. The procurement is a mandatory two-phase submission, and Phase II participation requires prior Phase I submission and formal government selection.

NOAA is hosting voluntary virtual one-on-one sessions via Google Meet to gather feedback on the draft RFP before final release. Sessions last a maximum of 60 minutes and are limited to the first five companies submitting a complete registration, with one session per company or joint venture and up to four attendees. Firms request sessions through the Google Form in Section J.6 of the draft RFP. Session participation does not affect evaluation, and firms may submit questions regardless of attendance.

Classification and General Information:

This requirement will be issued as a Total Small Business Set-Aside.

The North American Industry Classification System (NAICS) code associated with this procurement is 237990 - Other Heavy and Civil Engineering Construction. The Small Business Administration standard of $45.0 million dollars in annual receipts averaged over a business’s latest three (3) complete fiscal years or (except in the Business Loan, Disaster Loan Programs, Surety Bond Guarantee, and SBIC Programs) five (5) complete fiscal years to determine the average annual receipts. During each phase, all proposals are initially evaluated based solely on the non-price factors specified in the solicitation. Only the price of the highest-ranked technical proposal is then evaluated to ensure it is fair, reasonable and does not exceed our stated budget. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. This requirement will result in a Firm-Fixed-Price contract for design and construction services.
