About this file
This document is Amendment 0004 to Request for Quote (RFQ) 1305M326Q0245, issued by the National Weather Service (NWS) at its Seattle, Washington facility (7600 Sand Point Way NE, Building 1). The amendment is effective June 16, 2026, and addresses questions received in response to the RFQ without making other substantive changes to the solicitation. The deadline for quote submission remains July 10, 2026, at 1400 PST.
The amendment consists of a Questions and Answers section addressing 18 inquiries from prospective contractors. Key clarifications include: the NWS has no details of the existing foundation; the contractor is responsible for repairing all latent defects discovered during demolition; grounding systems must meet all applicable codes and test to less than 10 ohms; the shelter must meet local code and current Florida Building Code wind-load requirements; signed and sealed engineering drawings are required if local permitting mandates them; the contractor obtains all necessary permits with NOAA coordination on property owner authorization; the contractor is responsible for utility locating; the 120-day period of performance includes permitting, engineering, and Government review; schedule extensions may be considered at the contracting officer's discretion; and an 8'×12' prefabricated shelter is acceptable if it does not exceed lease restrictions, with the contractor responsible for any required slab modification to support the larger footprint. The government clarified that third-party HVAC and electrical commissioning is not required, and as-built drawings are required for project closeout.

RFQ Amendment 1305M326Q0245 0004
No. Your Question Government Response
Can the Government provide dimensions, thickness, reinforcing details, and any available condition assessment of the existing foundation? The NWS has no detalis of the current foundation
2 If latent defects or deficiencies are discovered in the existing slab after demolition, how will repairs beyond minor patching be handled?
It will be up to the contractor to repair all latent defects that are discovered as part of this contract
Are there specific grounding standards (e.g., Motorola R56, ANSI/TIA-607, NOAA standards, or other requirements) that must be followed for the grounding halo, bus bars, and grounding system installation?
Meet all applicable codes
4 Is testing and certification of the grounding system required as part of project closeout?
Yes, grounding will be tested and will be required to measure to less than 10 ohms
5 What design wind speed and exposure category shall be used for the shelter design? This shelter should meet local code requirements
6 Is the shelter required to meet current Florida Building Code wind-load requirements? yes
7 Are signed and sealed engineering drawings required for permitting and approval? If local permitting requires it
8 Will NOAA provide any required property owner authorizations, approvals, or documentation needed to obtain permits?
Contractor will obtain all necessary permit. NOAA will cooridnate with the property owner.
9 Are there any known permitting restrictions or requirements associated with the leased transmitter site?
None known at this time. Contractor will determine the permitting requirements
10 Will utility locates be provided by the Government prior to construction activities? Contractor is responsible for locating utilities
11 Are as-built drawings available for existing underground electrical, grounding, communications, or other utility systems located within the project area? None known
12 If hazardous materials are encountered during demolition, will remediation be handled through a contract modification?
There are no expected hazardous materials. Building was installed in May
13 What final inspections will be required prior to project acceptance? Yes
14 Is commissioning documentation required for the HVAC and electrical systems? No, 3rd party commissioning is not required.
15 Are as-built drawings required as part of project closeout documentation? Yes
16 Does the 120-day period of performance include permitting, engineering, fabrication, Government review, and approval periods? Yes
Will schedule extensions be considered for delays associated with permitting, utility coordination, shelter fabrication lead times, or Government review and approval activities?
Contracting determination, we would support an extension if necessary
Our proposed subcontractor manufactures prefabricated communication shelters in standard sizes of 8'×12' and 9'×15'. The SOW specifies an approximately 8'×10' shelter with a maximum size of 9.5'×11.5'. Would the Government consider an 8'×12' prefabricated shelter as an acceptable equivalent, provided it meets all other technical and performance requirements, or is strict compliance with the stated maximum dimensions required?
8'x12' would be acceptable so long as it does not go any further than that due to lease restrictions. Contractor will need to verify the slab dimensions. If the slab needs modification to support the larger footprint then the contractor will be responsibile for the modification.
