About this opportunity

The Indian Health Service (IHS) is soliciting proposals for a nurse triage services contract at the Phoenix Indian Medical Center, seeking a vendor to provide a 24/7 toll-free nurse telephone advice line. The solicitation, designated as RFP-25-PHX-08, requires a contractor to staff registered nurses who can triage approximately 250 monthly calls, providing medical guidance ranging from self-care instructions to emergency referrals. Evaluation criteria will focus on technical capability, past performance, and price, with technical and past performance factors being more important than price considerations. Proposals must be electronically submitted to Michele.Lodge@ihs.gov by March 4, 2025, at 3:00 PM Eastern Time. Offerors must demonstrate capabilities including toll-free nurse triage services, health information library access, Microsoft-based software systems, and compliance with clinical protocols.

This solicitation is a total small business set-aside under NAICS code 621999 with a $16 million size standard, with Dymentum identified as the current incumbent contractor. The proposed contract includes a base period of 24 March 2025 through 23 March 2026, with four additional one-year option periods potentially extending the contract to five years total. Performance will occur at the Phoenix Indian Medical Center located at 4212 N. 16th Street in Phoenix, Arizona 85016. Contractors must maintain URAC accreditation, employ U.S. state-licensed RNs with minimum three years triage experience, and provide cultural sensitivity training specific to American Indian/Alaska Native populations. The government anticipates awarding a firm-fixed-price contract, with contractors required to provide daily call summaries, monthly status reports, and maintain 100% compliance with patient privacy and HIPAA requirements.
