About this opportunity

The Indian Health Service, Great Plains Area, seeks proposals for non-personal Emergency Department registered nurse services at the Standing Rock Service Unit's Fort Yates Hospital under Solicitation 75H70627R00002, with questions due November 13, 2026. The acquisition is set aside for Indian Small Business Economic Enterprise under the Buy Indian Act, and offers close November 30, 2026.

Place of performance is Fort Yates, North Dakota. The requirement is for up to eight RN positions supporting continuous 24-hour, seven-day Emergency Department operations. The contract is Firm-Fixed-Price commercial services with a four-month Base Period and fourteen four-month Option Periods, for a potential total of 60 months. The Government may exercise from one to eight RN position CLINs in each option period and is not obligated to award, fund, or exercise all eight positions or any option period. Pricing is a common FFP RN Month of Service unit price per performance period, with all costs included. Each exercised position may require up to 60 hours of nursing service per week.

Qualifications include a minimum of 36 months nursing experience with 12 months in Emergency Department practice, a current unrestricted nursing license, BLS, ACLS, and PALS certifications, current immunizations, and English proficiency with cultural awareness regarding American Indian and Alaska Native populations. The contractor must carry professional liability insurance because FTCA coverage does not extend to non-personal service contractors. The contractor handles recruitment, credentialing, privileging, scheduling, and supervision, and must submit a Staffing Management Plan within five business days of award. Offerors must complete the IHS Indian Economic Enterprise Representation Form, signed by the 51% owner, and register in SAM.

Evaluation occurs without discussions across four factors: Past Performance, Technical Approach, Management Approach, and Price. Non-price factors are more important than price. Award goes to the responsible, eligible ISBEE offeror whose proposal represents the best value to the Government. The NAICS code is 561320, Temporary Help Services, and the PSC is Q401, Medical-Nursing. No incumbent is named. Offers are submitted by email to david.jones@ihs.gov by 12:00 p.m. Central Time on November 30, 2026.

Notice text

The Indian Health Service (IHS), Great Plains Area, is soliciting proposals for non-personal Emergency Department Registered Nurse services in support of the Standing Rock Service Unit, Fort Yates Hospital, Fort Yates, North Dakota, under Solicitation No. 75H70627R00002.

The requirement is for up to eight (8) qualified Emergency Department Registered Nurse positions to support continuous 24-hour, 7-day-per-week Emergency Department operations. The anticipated contract type is Firm-Fixed-Price (FFP), commercial services, with one four (4)-month Base Period and fourteen (14) four-month Option Periods, for a total potential period of performance of sixty (60) months.

This acquisition is set aside 100 percent for eligible Indian Small Business Economic Enterprises (ISBEEs) in accordance with the Buy Indian Act and applicable HHSAR requirements. The applicable NAICS code is 561320, Temporary Help Services, and the Product Service Code is Q401, Medical–Nursing.

The Contractor will be responsible for providing qualified nursing personnel and all associated management, supervision, recruitment, credentialing, scheduling, replacement staffing, administrative support, and other resources necessary to perform the requirements of the Performance Work Statement.

The requirement consists of up to eight (8) separately exercisable RN positions. The Base Period provides for up to eight (8) RN position CLINs, with the actual number of Base Period RN position CLINs awarded or funded identified in the resulting contract. During each Option Period, the Government may independently exercise from one (1) up to eight (8) RN position CLINs based on operational requirements and availability of funds. The Government is not obligated to award, fund, or exercise all eight RN positions, any particular RN position, or any Option Period.

Pricing will be based on a common Firm-Fixed-Price RN Month of Service (RN/MOS) unit price for each performance period. The common RN/MOS unit price will apply uniformly to all RN positions within that performance period. The Total Evaluated Price will be based on the maximum potential requirement for the Base Period and all fourteen Option Periods; evaluation of all RN position CLINs and option prices does not obligate the Government to award, fund, or exercise all positions or options.

Important Dates: Questions regarding the solicitation are due no later than November 13, 2026, at 12:00 p.m. Central Time. Proposals are due no later than November 30, 2026, at 12:00 p.m. Central Time.

Award will be made using a Best Value Tradeoff process. Evaluation factors are Past Performance, Technical Approach, Management Approach, and Price. Past Performance, Technical Approach, and Management Approach, when combined, are more important than Price. Technical Approach and Management Approach will be evaluated using adjectival ratings of Outstanding, Good, Acceptable, Marginal, or Unacceptable. The Government may select a higher-priced proposal when the evaluated benefits of the non-price factors justify the associated price premium.

Offerors are responsible for reviewing the complete solicitation package, including the Performance Work Statement, Price Schedule/Bid Sheet, applicable FAR/HHSAR provisions and clauses, Buy Indian Act/ISBEE representations, wage determination, and any amendments, prior to submitting an offer.
