About this file

This document is a Questions and Answers (Q&A) record for federal contract opportunity N0016727Q1002, a naval supply requirement for York Chill Pump replacement at NSWCCD (Naval Surface Warfare Center, Carderock Division). The requirement involves replacement of Pump No. 1 only, not the entire chiller unit. The existing pump is an Armstrong model IVS-4392-0206-010.0 with specifications including 168.26 GPM flow rate, 127.3 ft head, 7.5 kW power consumption at 460V, 3-phase, 60 Hz operation. LOTO (Lock Out/Tag Out) procedures must be followed to meet OSHA safety requirements during pump replacement.

Key contractual clarifications establish that this is classified as a supply requirement with incidental turn-key installation, making Davis-Bacon and Service Contract Labor Standards inapplicable. The contractor may utilize Johnson Controls-certified York technicians as subcontractors provided contract requirements are met. The chilled-water loop contains 30% glycol. The contractor is responsible for disposal of the old pump. A site visit was scheduled for November 10th from 0900 to 1200 hours, requiring completion of SECNAV Form 5512 for visitor base access and vetting at the visitor center. No existing warranty or service agreement covers the chiller and hydro-kit.
