About this opportunity
The Defense Logistics Agency Energy is seeking to award an Energy Savings Performance Contract (ESPC) task order for Royal Air Force Mildenhall in the United Kingdom utilizing the Department of Energy's Super ESPC Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract. The solicitation invites the 20 pre-qualified Energy Service Companies (ESCOs) to submit proposals for designing, installing, and operating energy conservation measures at the facility. The goal is to implement improvements such as renewable energy generation, energy storage, energy management control systems upgrades, monitoring-based commissioning, and deep energy retrofits to reduce energy intensity and increase carbon-free energy. Responses will be evaluated based on ESCO Approach, Past Performance, and Price. The original proposal due date was November 22, 2024, but has been extended to December 9, 2024, with responses to be submitted via email to DLAEnergy-ESPC@dla.mil.
The contract opportunity is not set aside for any specific business category and will be performed at Royal Air Force Mildenhall in the United Kingdom. The ESPC allows the selected ESCO to privately finance the energy improvements, with repayment coming from the guaranteed annual energy cost savings over a contract term that can extend up to 25 years. The project involves multiple facilities, with a specific focus on 12 all-electric buildings including Buildings 180, 696, 747, 756, 784, 786, 807, 820, 1321, 1544, 2111, and 2763. The base has an electrical capacity of 11MVA with a dual supply system at 11kV/50Hz/3-Phase. While no specific award value is mentioned, the contract will require the ESCO to conduct a comprehensive energy audit, identify improvements, and guarantee annual cost savings for the installation.
Notice text
DLA Energy will utilize the Department of Energy (DOE) Super Energy Savings Performance Contracts (ESPC) Indefinite-Delivery/Indefinite-Quantity (IDIQ) to award a Task Order (TO) for the customer's requirement. The DOE ESPC IDIQ contracts were awarded to twenty (20) Energy Service Companies (ESCOs) based on their capability to meet specified ESPC terms and conditions, with a contract term up to 25 years allowed under 42 USC 8287. Through ESPCs, prequalified ESCOs finance, develop and implement energy conservation measures (ECMs) for federal agencies at no upfront cost to the installation. The return to an ESCO is a contractually determined share of the energy cost savings generated by the ESPC project. Prior to award of a TO, the ESCO conducts a comprehensive energy audit and identifies improvements to avoid facility energy costs and energy related operation and maintenance (O&M) costs. The ESCO guarantees annual cost savings upon implementation of the ECMs and privately finances the investment. The delivery schedule is amortized to allow the federal agency customer to pay for ESCO services and debt service from annual cost savings over the term of the contract. The DOE Super ESPC IDIQ contract will be used to award a TO to design, install, and operate an ESPC project at Royal Air Force Mildenhall, United Kingdom.
Responses are due no later than 22 November 2024, 3:00pm EST. Responses shall be submitted via e-mail only to DLAEnergy-ESPC@dla.mil. Emailed submissions shall not exceed 10 MB.
