About this opportunity
The Albuquerque Area Indian Health Services issued a Notice of Intent to sole-source a contract to Puyenpa Technologies, LLC for installation and upgrade of IP-based video surveillance systems across four healthcare facilities, with responses due July 2, 2026. The procurement is restricted to Indian Small Business Economic Enterprise (ISBEE) contractors and falls below the simplified acquisition threshold at an estimated value of $320,000.
AAIHS seeks authorization under FAR 6.302-1 (only one responsible source) to award without competition. The justification rests on Puyenpa's ISBEE status, prior completion of detailed site surveys and facility assessments at the specific locations, unique project-specific knowledge of facility layouts and infrastructure, and existing system design recommendations. Although market research identified three competing vendors capable of general surveillance services, AAIHS contends that only Puyenpa possesses site-specific knowledge necessary to avoid cost duplication, schedule delay, and performance risk.
Work spans Cochiti Health Clinic (Cochiti Pueblo, New Mexico), Santa Clara Indian Health Center (Espanola, New Mexico), Taos Picuris Service Unit (Taos, New Mexico), and Ute Mountain Ute Health Center (Towaoc, Colorado). The scope includes design, furnish, install, configure, test, and commission complete systems with coverage of pharmacies, medication storage, network rooms, and corridors; deliverables include IP cameras (3–5 megapixel minimum), Network Video Recorders, managed PoE switches, Cat6 cabling, and UPS units with 30-day retention capability. The contractor must demonstrate five years of turnkey healthcare surveillance experience and hold certifications for all personnel performing video and data installation. The contract carries a one-year base period and one-year warranty with 72-hour response and 5-business-day restoration commitments.
Interested parties must submit clear and convincing evidence that competition would benefit the Government, be cost and time feasible, and not hinder mission objectives. Direct inquiries to Stephanie Begay at Stephanie.Begay3@ihs.gov.
