About this file
This is a Justification to Restrict Competition (JTC) document for a below-Simplified Acquisition Threshold (SAT) procurement by the U.S. Department of Health and Human Services, Indian Health Service, Albuquerque Area Office. The document justifies awarding a contract to a single source, Puyenpa Technologies, LLC, located at 511 Duckwater Falls Road, Duckwater, Nevada 89314, for an estimated value of $320,000.
The procurement requires the design, procurement, furnishing, installation, configuration, testing, and commissioning of a complete IP-based video surveillance system for pharmacy security and controlled substance monitoring across multiple IHS healthcare facilities. Deliverables include cameras, network video recorders (NVRs), cabling, network equipment, system configuration, and user training. Installation must occur in active healthcare environments with minimal disruption to patient care and pharmacy operations. The single-source justification is based on Puyenpa Technologies' status as an Indian Small Business Economic Enterprise (ISBEE), prior completion of detailed site surveys and facility assessments for the specific locations included in this requirement, unique project-specific knowledge of facility layouts and infrastructure, existing system design recommendations, and demonstrated experience with healthcare surveillance requirements. Market research identified competing vendors—Global Security Co-Operative Inc., Nova Titan Systems LLC, and Surveillance Security, Inc.—capable of general surveillance installation services; however, the justification contends that only Puyenpa possesses the site-specific knowledge and prior assessment data necessary to meet requirements without duplication of cost, project delay, or increased performance risk. The document was prepared by Jeramiah Danielson on April 13, 2026, and requires Contracting Officer signature for approval.

Rev. 09/30/2025
JUSTIFICATION TO RESTRICT COMPETITION (below SAT) Pursuant to Revolutionary FAR Overhaul (RFO) 12.102, for acquisitions valued at or below the simplified acquisition threshold (SAT) using RFO 12.201-1 Simplified Procedures for commercial products and services, the Contracting Officer (CO) hereby documents the decision that only one source is reasonably available.
1. Agency and Contracting Activity.
U.S. Department of Health and Human Services Indian Health Service, Albuquerque Area Office
2. Name and Address of Only Source.
Puyenpa Technologies, LLC
511 Duckwater Falls Road
Duckwater, Nevada 89314
3. Description of Supplies/Services and Estimated Cost.
The Indian Health Service (IHS), Albuquerque Area Office requires the procurement and installation of a video surveillance system to support pharmacy security and controlled substance monitoring across multiple healthcare facilities.
The contractor shall provide all labor, materials, equipment, and services necessary to design (as required), furnish, install, configure, test, and commission a complete and operational IP-based video surveillance system. This includes cameras, network video recorders (NVRs), cabling, network equipment, system configuration, and user training.
The system will provide surveillance coverage of pharmacy areas, medication storage locations, dispensing units, and access points to enhance physical security, prevent diversion of controlled substances, and ensure compliance with Indian Health Service pharmacy security requirements.
Performance includes site-specific installation activities within active healthcare environments and must be coordinated to minimize disruption to patient care and pharmacy operations.
The estimated value of this requirement is $320,000. The period of performance is expected to be completed within a defined implementation window following award.
4. Description of Circumstances, including why only one source is reasonably available.
IAW RFO 11.204(a)(1), only one source is reasonably available due to the specific characteristics of the required services and the unique qualifications of the proposed contractor.

Puyenpa Technologies, LLC is an Indian Small Business Economic Enterprise (ISBEE) and has previously conducted detailed site surveys and assessments for the facilities included in this requirement. These assessments identified existing infrastructure, security gaps, environmental constraints, and system design recommendations specific to each location.
As a result, Puyenpa possesses unique, project-specific knowledge of:
Facility layouts and operational constraints Existing infrastructure and integration requirements Pharmacy security and controlled substance monitoring needs Site-specific system design and camera placement
This prior work provides Puyenpa with a distinct capability to perform the requirement efficiently and effectively without the need for additional site assessments or system redesign.
Other vendors would be required to perform new site surveys, develop system designs, and become familiar with facility-specific requirements, resulting in duplication of effort, increased cost to the Government, and delays in project execution.
Additionally, this requirement involves work in active healthcare environments where disruption to pharmacy operations must be minimized. Puyenpa’s prior experience with these facilities and familiarity with healthcare surveillance requirements reduces performance risk.
Furthermore, this acquisition is being pursued in accordance with the Buy Indian Act (25 U.S.C. § 47) and HHSAR Subpart 326.6 to support Indian Small Business Economic Enterprises. Puyenpa Technologies, LLC meets ISBEE eligibility requirements and has demonstrated the capability to perform the required services.
Based on these factors, Puyenpa Technologies, LLC is the only source reasonably available to meet the Government’s requirements within the required timeframe and without incurring additional cost or risk.
5. Description of Market Research.
Market research was conducted in accordance with FAR Part 10 to identify potential sources capable of providing video surveillance system installation services.
Research methods included:
• Review of SBA Dynamic Small Business Search (DSBS) and SAM.gov
• Internet research of security system integrators and contractors
• Review of prior IHS procurements and similar requirements
• Identification of small businesses under NAICS 238210 and related categories
Market research identified multiple vendors capable of providing general surveillance system installation services, including small businesses and firms with experience in low-voltage systems, network infrastructure, and security integration.
Examples of vendors identified include:
• Global Security Co-Operative Inc. (CAGE: 19QM6)
Solicitation or Award Number: Page 3 of 3
• Nova Titan Systems LLC (CAGE: 170W6)
• Surveillance Security, Inc. (CAGE: 3YBD0)
While these vendors are capable of performing general surveillance installation services, none possess the same level of site-specific knowledge, prior assessment data, and system design familiarity as Puyenpa Technologies, LLC.
Based on this market research, it was determined that although other vendors exist in the marketplace, only Puyenpa Technologies, LLC is reasonably available to meet the Government’s specific requirements without duplication of cost, delay, or increased performance risk.
