About this opportunity

The Transportation Security Administration (TSA), under the Department of Homeland Security, issued a Notice of Intent to Acquire Using Other than Full and Open Competition on April 14, 2026. The TSA's Contracting and Procurement and Acquisition Program Management offices intend to award a sole-source contract to Rohde & Schwarz USA, Incorporated, located in Columbia, Maryland. This special notice announces the government's intention to procure Advanced Imaging Technology (AIT) units without conducting a competitive bidding process, relying on the authority granted under FAR 6.302-1. The notice provides interested parties an opportunity to express their capability and interest in the requirement within a specified timeframe. However, the government retains sole discretion in determining whether to ultimately proceed with the sole-source approach or conduct a competitive procurement based on responses received.

The objective of this procurement is to obtain services for procuring, shipping, installing, and maintaining Advanced Imaging Technology units to support TSA's Acquisition Program Management operations. Interested contractors must submit expressions of interest and capability statements within 15 days of the notice posting, with a deadline of April 30, 2026. While this notice does not constitute a formal request for competitive proposals, information submitted will be evaluated to determine whether a competitive procurement should be conducted instead of the sole-source award. Contractors in the search, detection, and navigation system manufacturing sector, as well as those specializing in security detection systems, may be particularly relevant to this requirement. The government's decision regarding competition is entirely discretionary and will be made solely at the government's discretion based on the responses received and other relevant factors.
