About this opportunity
The U.S. Air Force ACC Acquisition Management Integration Center (AMIC) intends to solicit non-personal services for fixed-wing airlift transportation to sustain the North Warning System (NWS), with anticipated solicitation release on or about July 21, 2026, and proposals due on or about August 21, 2026. This is 100% full and open competition with no small business set-aside, as performance occurs entirely outside the United States in the Canadian Arctic.
The contractor must provide all personnel, equipment, and supervision to transport cargo in three payload configurations—2,100 pounds to 500 statute miles, 3,000 pounds to 280 statute miles, and 6,000 pounds between all logistics support sites—and personnel to remote NWS radar sites distributed across five operational zones spanning from Inuvik (Zone 1) to Goose Bay (Zone 5), all at or above 65 degrees latitude. Aircraft must be equipped and FAA-certified for Instrument Flight Rules operations and capable of executing takeoff and landing maneuvers on unimproved surfaces. The contractor must maintain 90 percent schedule reliability computed quarterly, with contractor-controllable delays defined as those resulting from maintenance, equipment failure, or crew problems. Bi-weekly cross-zone flights with 6,000-pound payload capacity are required May 1 through September 30, with 48-hour callout responsiveness.
All operations must comply with Canadian transportation and aviation regulations, including the Canada Transportation Act, Aeronautics Act, and Canadian Aviation Regulations (Commercial Air Standards 702, 703, 704). The contractor must implement NIST SP 800-171 security requirements for systems processing controlled unclassified information. The base contract period runs March 1, 2027, through February 28, 2028, with four one-year option periods through February 28, 2032. The incumbent contractor is Canadian Commercial Corporation under contract FA489022C0008. Award is anticipated on or about January 18, 2027. Funds are not presently available; no award will be made until funding is available, and the government reserves the right to cancel this acquisition at any time with no obligation to reimburse proposal costs.

This posting is for the Presolicitation Notice for the North Warning System (NWS) Fixed Wing Airlift Service
The United States Air Force (USAF), ACC Acquisition Management Integration Center (AMIC) hereby publicizes its intention to solicit non personal services for Airlift Services of the NWS Fixed Wing Airlift Service. This requirement provides mission-essential fixed-wing airlift services to sustain the North Warning System (NWS), which provides critical radar surveillance and early threat detection for NORAD and Homeland Defense missions. Operations are governed by the North America Air Defense Modernization (NAADM) Memorandum of Understanding/Supplementary Arrangement (MOU/SA) dated March 1985 (updated July 2018 and November 2025), which mandates that the USAF provide 60% of total program support in the form of material and services. The contractor shall provide all personnel, equipment, and supervision required to transport cargo (payloads of 2,100 and 3,000, or 6,000 pounds) and personnel to remote NWS sites. Due to the geographic isolation of these assets, the contractor must maintain the specialized capability to operate within the extreme environment of the Canadian Arctic and execute take-off and landing maneuvers on the unimproved surfaces found at various radar sites identified in the Performance Work Statement (PWS).
Notice to Offerors: Funds are not presently available for this report. No award will be made under this acquisition until funds are available.
