Work is performed at Joint Base Pearl Harbor Hickam, Hawai'i, with disposal at a licensed, authorized landfill on Oahu. The tentative period of performance is December 7, 2026 through December 6, 2027. Offerors must hold a Solid Waste Management Permit from the Hawaii Department of Health and identify a primary disposal facility and at least one alternate before award. Any pre-processing, metal extraction, or residual disposal falls to the contractor under the firm-fixed price. Personnel must be U.S. citizens, pass background checks, register with DBIDS, and meet green badge requirements. Offerors must be SAM-registered by award and hold a current CMMC Level 1 (Self) certification at award.

Loads must be picked up within three business days of notification during weekday hours of 0600 to 1430, with same-day bin swaps and uninterrupted circulation regardless of facility rejections. Each load requires an original signed manifest or bill of lading within three business days and proof of final disposal naming the end-use facility, its address, and its facility type. Invoices without disposal verification will be rejected.

Award goes to the lowest-priced technically acceptable offeror among those deemed responsible. The technical quote may not exceed 10 pages, and pricing must be submitted on SF 1449 with an itemized breakdown. Appendices require a safety and accident prevention plan before work begins and an environmental protection plan within 45 days of award.
