About this file
This is a Performance Work Statement for Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF) for non-hazardous polyethylene and rubber removal services. The Government seeks a one-year contract to dispose of rubber products on a regular basis to a licensed and authorized landfill facility on the Island of Oahu, State of Hawaii. The contractor shall pick up and dispose of up to 40 loads annually, with an average weight of 6 tons per load, not to exceed a total of 250 tons of non-hazardous rubber waste. The waste consists of rubber and polyethylene products such as hoses, mats, and sheets, delivered loose in dump trailers. Critically, the contractor must accept all rubber waste "as-is," including uncut, heavy-duty industrial hoses containing internal wire braiding, wire reinforcement, embedded steel cores, and hoses with external metal tips, couplings, sleeves, or flanges intact. Any pre-processing, metal extraction, or disposal of residual components required by the disposal facility shall be the sole responsibility and cost of the contractor under their Firm-Fixed-Price obligation.
The contractor must accept deliveries during normal weekday business hours (0600-1430, Monday-Friday, excluding federal holidays) and pick up loads within three business days of notification. The contractor shall provide bins filled to approximately 80% capacity, with the filled container picked up and an empty container dropped off within the same work day. For each load removed, the contractor must provide an original signed manifest or bill of lading within three business days and explicit documented proof of final disposal, including the name, address, and facility type of the end-use facility or landfill. Invoices submitted without final disposal verification will be rejected. The contractor must maintain uninterrupted bin circulation regardless of facility rejections or disputes and provide immediate written notification to the PHNSY Point of Contact and Contracting Officer's Representative of any service interruptions. The contractor must identify a primary disposal facility and at least one alternative/backup facility prior to award, with the Firm-Fixed-Price accounting for use of either facility. The contractor must hold a Solid Waste Management Permit from the State of Hawaii Department of Health, be in good standing with state regulations, and maintain all necessary disposal facility profiles, waste characterizations, and Department of Health clearance numbers. All contractor personnel must be U.S. citizens, pass background checks, register with the Defense Biometric Identification System (DBIDS), and meet "green" badge requirements for facility access.

PERFORMANCE WORK STATEMENT
PEARL HARBOR NAVAL SHIPYARD & INTERMEDIATE MAINTENANCE FACILITY
(PHNSY & IMF) NON-HAZARDOUS POLYETHLYNE AND RUBBER REMOVAL
PERFORMANCE WORK STATEMENT
1.0 Background
1.1 Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) is a naval industrial facility that generates various non-hazardous wastes in the process of altering, repairing and maintaining the
U.S. Navy’s vessels and facility buildings/structures. Although these wastes generated are not regulated by the
Environmental Protection Agency (EPA) as hazardous waste, they do require proper management (i.e., processing, handling and disposal) to ensure that PHNSY & IMF is in compliance with all federal, state and local environmental rules and regulations.
2.0 Objective/Scope of Work
2.1 PHNSY & IMF seeks to establish a one-year contract to dispose of rubber products on a regular basis to a licensed and authorized landfill facility on the Island of Oahu, State of Hawaii. The non-hazardous wastes consist of the following categories:
2.1.1 NON-HAZARDOUS WASTES SUMMARY TABLE A
Waste Description Max Load/Year Total Tons/Year
Rubber and Polyethylene Products (e.g., Hoses, Mats, Sheets)
40 250
Type of Method of Containment: Loose material in dump trailer(s). Estimated net weight per load is 6 tons.
Note: The Load/Year and tons/Year are projected estimates based on past history and projected work load.
Note: The Contractor shall accept the rubber waste 'as-is,' which explicitly includes uncut, heavy-duty industrial hoses, including those containing internal wire braiding, wire reinforcement, or embedded steel cores, as well as hoses with external metal tips, couplings, sleeves, or flanges intact.
If the Contractor's designated disposal facility prohibits internal wiring, metal tips, or requires hoses to be cut, shredded, or separated prior to disposal, all such pre-processing, metal extraction, and disposal of residual components shall be the sole responsibility and cost of the Contractor under their Firm-Fixed-Price (FFP) obligation.
3.0 Performance Requirements
3.1 Business Hours: Contractor shall accept deliveries of waste during normal weekday business hours
Monday-Friday (0600-1430) except for federal holidays.
3.2 Location: PHNSY&IMF
3.3 Quantities: The Contractor shall pick up and drop off up to 40 loads, with an average weight of 6 tons per load not to exceed a total of 250 tons of non-hazardous rubber waste to an authorized disposal facility.
3.4 Documentation, Traceability, Final Disposition Verification: For each load of waste removed from PHNSY
& IMF, the Contractor shall provide an original signed manifest or bill of lading within (3) business days of the physical pickup. Furthermore, the Contractor must provide explicit, documented proof of final disposal. All final weight tickets, manifests, or certificates of destruction provided to the Government must specifically identify the name, address, and facility type of the final end-use facility and/or landfill where the waste was permanently disposed of (i,e,.,Waste-to-Energy, PVT Landfill, etc.). Final documentation explicitly naming the end-use facility or landfill must accompany all submitted invoices.
Invoices submitted without verifying the final disposal location will be rejected.
3.5 Pickup / Drop Off Protocol: The contractor shall provide bins that will be utilized for the pick-up of rubber to be disposed. The contractor shall pick up loads within 3 business days of notification. The loads shall consist of bins filled to an estimated 80% capacity including negative space e.g. a bin filled with hoses. The filled container will be picked up and the empty container dropped off within the same work day.
3.6 Uninterrupted Bin Circulation: Regardless of facility rejections, quarantines, or downstream disposal disputes, the Contractor must still provide an empty replacement bin to PHNSY & IMF within the standard three (3) business day response window. The Contractor shall not disrupt Shipyard operations due to disposal facility delays.
3.7 Service Interruptions: The Contractor shall notify the designated PHNSY Point of Contact (POC) and the
Contracting Officer’s Representative (COR) immediately in writing if any circumstances prevent the Contractor from accepting deliveries or picking up waste (e.g., landfill closure due to inclement weather, flooding, equipment breakdowns, or downstream regulatory halts).
Rejected Loads & Return Protocol: In the event a loaded bin is rejected or delayed at the disposal facility for any reason (including, but not limited to, clearance issues, uncut hoses, metal tips, or wire reinforcement), the
Contractor shall immediately notify the PHNSY POC and COR in writing. Upon rejection, the Contractor shall immediately return the rejected load in its entirety, within the original bin, to PHNSY & IMF.
Continuing Obligation: Returning a rejected load to PHNSY does not relieve the Contractor of their Firm-
Fixed-Price (FFP) contractual obligation to dispose of the material. The Contractor remains solely responsible for re-evaluating the waste, performing any necessary pre-processing (such as cutting hoses, separating materials, or extracting wire/metal), and successfully disposing of the returned load at no additional cost to the
Government
3.8: Contingency and Backup Facilities: The Contractor must identify a Primary disposal facility and at least one Alternative/Backup disposal facility prior to award. The Firm-Fixed-Price shall account for the use of either facility. Inability to use the Primary facility does not relieve the Contractor of the required 3-day response time or constitute grounds for an Equitable Adjustment.
