About this opportunity
The Department of Health and Human Services' National Institutes of Health (NIH), National Institute on Drug Abuse (NIDA) is seeking proposals for the establishment of the NIH NeuroBioBank Brain and Tissue Repository. The objective is to create a network of brain and tissue procurement, characterization, processing, and distribution centers to support NIH's strategy to increase the availability of high-quality, well-characterized human brain and nervous system specimens for scientific research. Key requirements include acquiring diverse postmortem donor samples, performing detailed specimen characterization, securely sharing deidentified data, and distributing tissues to qualified researchers. Proposals will be evaluated on the offeror's technical approach, personnel, and past experience. The solicitation is due November 25, 2024, and the initial period of performance is expected to begin on or around May 1, 2025.
This is a civilian agency, unrestricted solicitation. The government anticipates making multiple cost-reimbursement, level-of-effort contract awards. An estimated total level of effort of 24,960 labor hours annually across key personnel categories has been provided to assist offerors in developing their proposals. The place of performance is to be determined, but the repository must have the necessary facilities, equipment, and information security measures in place to perform the required activities.
