REQUEST FOR PROPOSAL (RFP) NUMBER: 75N95024R00124
PROJECT TITLE: NIH NEUROBIOBANK BRAIN AND TISSUE REPOSITORY
Additional Questions and Answers
Q54 We have examined the SAM upload portal for the contract and see that the instructions are for a single PDF for the technical plan, a single PDF for the business proposal, and multiple excel spreadsheets are allowed.
We would like to confirm that this means that the “optional work” technical plan sections are to be part of the single technical plan PDF, and the business plan for each is to be included in the single PDF for the business plan, with separate spreadsheets for the base tasks, and each optional work task.
A54 Yes, offerors should: (1) include option periods/terms (subject to FAR 52.217-9) and option items (subject to FAR 52.217-7) in clearly marked sections within their single technical and single business volumes of their proposal; and (2) include separate Excel spreadsheets for the basic requirement and option tasks (with the total included in their Business Proposal).
Q55 Could you please clarify tables 1 and 2 in the NBB statement? The RFP is asking for minimal NP on donors 50 years of age and above in the table, but in the section above both the tables there is a notation that this should be completed on donors 40 years of age and above. The NP assessments cannot be done without the minimal IHC, so would we need to include this for donors 40 and above?
A55 Yes, generally minimal IHC for donors 40 years of age and above. However, offerors should include their assumptions in their proposals.
Q56 Attachment 5 – Additional Technical and Business Proposal Instructions lists 2. RFP Form -Government Notice for Handling Proposals in the Format of the Technical Proposal. I’m not sure if I’m just not seeing it, but I can’t find the form in the RFP or attachments.
A56 RFP Form – Government Notice for Handling Proposals is no longer required for this Solicitation.
Q57 Must we complete the subcontracting plan in the SBCX system by the 9 AM, November 25 submission deadline or are we able to address the requirements for a small business subcontracting plan by indicating that “A Small Business Subcontracting Plan will be submitted as soon as practicable after agreement on price, but before contract award” in our proposal without submitted a plan on the SBCX system?
A57 A proposed subcontracting plan should be submitted by the 9:00 A.M., November 25, 2024 deadline, in the SBCX system and included with offerors’ technical proposal.
Q58 Can you clarify what is meant by the “Total Compensation Plan” that must be included in our contract application? Is this a list of study personnel and their salaries (which we did include in the previous application)?
The Offeror must submit its Travel Policy, Total Compensation Plan and Annual Report with the initial Business Proposal. See Section L.2.c. for additional detail.
A58 A Total Compensation Plan is a summary of salary, benefits, and other incentives paid to employees; and it includes financial and non-financial compensation and benefits offered to employees.
