The Department of the Interior's Bureau of Land Management Idaho Region seeks removal and disposal of Radio Frequency Interference Monitoring System (RFIMS) infrastructure at the National Interagency Fire Center (NIFC) in Boise, Idaho, with proposals due June 30 at 2:00 PM Mountain Time. The procurement is a Total Small Business Set-Aside under NAICS 238910, Site Preparation Contractors, classified as salvage-demolition of structures and facilities excluding buildings.
Place of performance is the NIFC campus at 3833 S Development Avenue, Boise, ID 83705. Work must be completed within 45 days of award and performed Monday through Friday, 8:00 AM to 4:30 PM MDT, excluding federal holidays. Work scope includes removal of concrete foundations, bases, electrical power equipment, a 300 KVA FC-23 generator, a 37.5 KVA secondary transformer (480-120/240V), three concrete anchor points embedded in concrete, approximately 300 linear feet of underground grounding conductor and conduit, guy wire concrete bases, ground loops, and communications cabling. The contractor supplies all tools, equipment, and materials. Completed work must comply with the National Electrical Code, Idaho Standards for Public Works Construction, and OSHA safety regulations. Site restoration requires backfilling excavations with uncrushed aggregate pit run, applying four inches of 3/4-inch grey crushed stone over commercial-grade weed barrier, and leveling to maximum 2% slope toward existing grade. The contractor must disconnect and return a power meter, provide weathertight conduit terminating six inches below grade with end caps, and submit as-built drawings and waste management records.
Contractor personnel require Real ID-compliant government photo identification and must provide names to the Contracting Officer Representative at least one day prior to arrival. Prevailing wage rates apply per Davis-Bacon determination ID20260104, effective through January 2025, with Executive Order-mandated minimum wage of $13.65 per hour and one hour paid sick leave per 30 hours worked. Contractor must maintain liability insurance: $100,000 workers' compensation, $500,000 general liability, and $200,000–$500,000 automobile liability. Questions are due June 18 at 10:00 AM MT. Award is based on technical acceptability and fair and reasonable pricing. Quotes must remain valid for 60 days.
