About this opportunity

Battelle Energy Alliance, LLC (BEA), the Management & Operating Contractor for the U.S. Department of Energy's Idaho National Laboratory (INL), is seeking an Expression of Interest (EOI) from qualified vendors to provide refurbishment services for the Fiber Dial Room and implement point-to-point fiber connectivity upgrades at INL facilities. The scope of work includes removing legacy abandoned communication cables, refurbishing multiple Fiber Dial Rooms at the Test Area North (TAN) facility with structural and environmental improvements, installing and testing new fiber and communications equipment, configuring point-to-point fiber connections, integrating with existing network infrastructure, and ensuring full compliance with DOE cybersecurity, safety, and operational standards. Interested vendors must demonstrate relevant fiber installation and refurbishment capabilities and experience, provide NAICS codes and business size classification, and document any existing DOE or federal contracting experience in their EOI submissions. The EOI deadline is December 12, 2026, with submissions to be directed to Chase.Egbert@inl.gov; selected respondents from this EOI process will be invited to participate in a subsequent Request for Proposal (RFP) for award consideration. No specific evaluation criteria have been detailed in this pre-solicitation notice, which is intended as an initial market research tool to identify qualified vendors rather than a formal solicitation.

This opportunity does not utilize any small business set-asides. The notice does not identify any potential incumbents or current contractors, nor does it disclose an anticipated award value or budget range for the contract. The Davis-Bacon Act applies to construction work exceeding $2,000 at INL's 890-square-mile site, and such work is subject to the INL Site Stabilization Agreement between signatory contractors and labor unions; however, construction work performed at Idaho Falls facilities is exempt from these requirements. While specific numerical details regarding the quantity of Fiber Dial Rooms to be refurbished or the timeline for service completion are not provided in the pre-solicitation notice, the work is categorized under NAICS Code 238210 (Electrical Contractors and Other Wiring Installation Contractors), indicating the general scope involves electrical and communications infrastructure work. Vendors submitting EOI responses must clearly mark any proprietary or business-sensitive information in their submissions.
