The work involves removing and disposing of electrical infrastructure components at the National Interagency Fire Center (NIFC) in Boise, including concrete deadman foundations, underground grounding conductor and conduit (approximately 300 linear feet), and a secondary transformer with associated equipment. All construction debris must be removed offsite via recycling, salvaging, or landfill, with disposal reported to the Contracting Officer's Representative at project completion. The site is located on federal land under Idaho Department of Environmental Quality jurisdiction with no permit required for work under one acre. Two 120V 15A outdoor outlets at building 115-NWS and an outdoor hose bibb approximately 110 feet away are available at no cost to the contractor. A gravel staging area is available for up to four weeks during active work. Quotes must remain valid for a minimum of 60 days. Personnel entering NIFC must possess and display Federal or State-issued identification.

The purpose of this amendment is to:
1. Provide responses to questions received.
2. Provide pictures of subject work area (5 total pictures).
3. Extend the response due date for proposals from June 26, 2026 at 10 AM MT to June 30, 2026 at 2 PM MT.
All other terms and conditions not changed by this amendment and stated in the solicitation remain the same.

Do all onsite personnel need to be US Citizens? All personnel entering NIFC are required to possess and show Federal or State issued identification.
Is SHPO a concern? If you mean a State Historic Preservation Officer, the area identified in Attachment 2 key note 8 is not within a historic preservation area.
Is power available at the site? Is it free of charge? FAR 52.236-14 (Availability and Use of Utility Services) is incorporated. There are two 120V 15A outdoor outlets within 110 feet, at building 115-NWS that may be used for this RFQ work at no charge to the contractor.
What is the SWPP/E&SC process and is there a permit required?
The site location is on federal land, in the State of Idaho, permitting per Idaho Department of Environmental Quality. No permit required for this area of work which is less than one acre.
There should be controls in place to contain erosion within the work site.
Will the contract be awarded 30 days after proposals are submitted?
Quotes must remain valid a minimum of 60 days as stated on page 4 General Requirements paragraph (g) of this RFQ.

Is there a landfill onsite where construction debris can be disposed of? Is there a fee?
All construction debris must be removed offsite by the contractor per Attachment 2 general sheet note 1.
Is there a landfill on base to dispose of the hazardous materials?
If yes, is there a charge? Are there any disconnect fees for the utilities?
All construction debris must be removed offsite by the contractor per Attachment 2 general sheet note 1. The government will contact Idaho Power for disconnects.
8 If a permit is required, what is the permit process? No permit is required.
Please provide confirmation as to whether metal and machinery can be salvaged or if the installation is retaining any items?
Per attachment 2 general sheet note 1 remove and dispose of all items offsite. This disposal shall be completed via a combination of recycling, salvaging, and landfill. All disposal shall be reported to the COR at the end of the project.
Are there ancillary items to remain on the facility site? The items impacted are identified on Attachment 2, no ancillary items expected beyond what was noted.
11 Is there any restrictions to recycling concrete? No concrete restrictions are identified.
Can we assume there will be water available within 50 feet at no cost to the contractor?
FAR 52.236-14 (Availability and Use of Utility Services) is incorporated. Outdoor wall mounted hose bibb at 115-NWS building is available for contractor use for this RFQ.
Distance is approximately 110 ft. away.
Can the Government confirm the exact quantity and number of concrete deadman foundations to be removed?
Refer to Attachment 2 of this RFQ for quantities of foundations.
Are the concrete foundations reinforced with rebar, post-tension cables, or embedded steel beyond what is shown in Attachment
3?
All concrete foundations have rebar layers throughout at multiple points and elevations, Attachment 3 indicates the reinforcement that is installed.
Can the Government provide an estimated total linear footage of underground grounding conductor and conduit to be removed? There is approximately 300 linear feet of grounding conductor to be removed. Conduit can be estimated from Attachment 2.
Will Idaho Power disconnect and remove the primary-side electrical connections, or is this the contractor's responsibility?
Per attachment 2 key note 10, contractor to remove the power feed back to primary transformer FC-23. The primary feed to FC-23 and the transformer FC-23 are to remain, as it feeds adjacent building 115-NWS.
Who will own the removed transformer and meter equipment?
Is salvage retained by the contractor or returned to the
Government?
Per attachment 2 key note 9, only the meter is identified to be returned to the government.
The secondary transformer shall be removed from the site by the contractor.
Are there any known hazardous materials (PCB-containing transformer oil, lead paint, contaminated soil, etc.) associated with the infrastructure?
The transformer nameplate photo is provided below so that the materials associated with that transformer can be determined. No other hazardous materials are known. It is identified as a dry-type transformer. The area of work was constructed in the year 2022.
Will the Government provide a designated staging area and concrete recycling/disposal location on campus? The gravel area shown on Attachment 2 between the walking path and the 120-Inflation Tower, for 30 feet from the North of the Area of Work, can be used as a temporary staging area for up to four weeks during active work. The driving lane beyond that area must remain open for movement of campus equipment. Personnel vehicles must park in the General Parking areas identified on Attachment 1.
20 Is a site visit available before bid submission? Area photos are part of this amendment, see for clarified area of work.
Can the Government provide the engineer's estimate or anticipated project magnitude range?
The engineer's estimate can not be provided. The project magnitude range is no longer part of the Federal Acquisition Regulations therefore is not provided.
Is the contractor required to remove all underground conduits or only those specifically identified in Attachment 2? Only those specifically identified in Attachment 2. Note that the conduit identified under key note 6 is to remain.
