All work must comply with the National Electrical Code (NEC), Idaho Standards for Public Works Construction (ISPWC), and OSHA safety regulations. The contractor must provide a project schedule, safety and waste management plan, and erosion control plan for government review allowing five days; coordinate with Digline and private utilities prior to excavation; conduct a pre-construction coordination meeting at least one week before mobilization; and submit closeout documents including as-built drawings and waste management records detailing quantities of recycled, salvaged, and landfilled materials. Products specified include weathertight conduit with end caps terminating six inches below grade, uncrushed aggregate pit run backfill, ¾-inch crushed rock top layer in grey color (four inches depth), and commercial-rated UV and mildew-resistant weed barrier fabric.

NIFC RFIMS Infrastructure Removal 10 February 2026

WORK STATEMENT

PART 1 - GENERAL

1.1 GENERAL INFORMATION

A. The Bureau of Land Management (BLM) has a requirement to remove infrastructure associated with the demolished Radio Frequency Interference Monitoring System. The tower, antenna, guy wires, and communications equipment on the foundation have been removed already, but the foundation, bases, and electrical power equipment remain.

B. The site is north of the 115-NWS Boise National Weather Service building at 3807 S Development Ave Boise, ID 83705, within the National Interagency Fire Center (NIFC) campus at 3833 S Development Ave Boise, ID 83705.

C. The campus map is indicated by Attachment 1, the work involved is indicated by Attachment 2.

Information about the existing infrastructure, including concrete and ground wiring is indicated in Attachment 3.

D. Work shall be performed during regular working hours, Monday through Friday, 8:00 AM MDT to 4:30 PM MDT.

E. Contractor shall have use of premises for work effort as defined by the Contracting Officer Representative (COR). Any work requiring access to building 115-NWS will require Government escort.

F. SAFETY: NIFC is a fully occupied and operational campus; the contractor shall provide all required barriers and traffic cones for protection of all personnel.

G. The contractor shall supply all tools, equipment and material required to complete the installation. The Government shall not be responsible for the security of contractor tools or materials.

1.2 SECURITY

A. NIFC is a secure campus site with controlled security entrance.

B. Prior to commencing work, the contractor shall provide a list to the COR containing names for all contractor personnel who will work on the NIFC campus. Any changes to the list shall be provided to the COR a minimum of one day prior to arrival.

C. All contractors’ personnel shall present an official US Government or State Government issued photo identification at the security gate. ID’s will be compared to the contractor’s personnel list. ID’s must be Real ID compliant on the Department of Homeland Security effective implementation date.

D. All the contractors’ personnel shall wear NIFC furnished visitor badges in a visible location at all times while on the campus and return the badge at the end of each day, or at the completion of the project.

E. Contractor personnel shall not enter the campus more than 30 minutes prior to the start of the scheduled workday and must leave the campus within 30 minutes of the scheduled workday end.

1.3 QUALITY ASSURANCE

A. All work shall be in accordance with the latest standard of the National Electrical Code (NEC), Idaho Standards for Public Works Construction (ISPWC) and meet OSHA safety regulations.

B. Work requiring access to the primary electrical transformer shall be scheduled with the government and Idaho Power.

1.4 SUBMITTALS

A. Format: Each submittal shall include one electronic submittal in PDF file format.

B. Informational Submittal:

1. Project Schedule, describing at a minimum; start date, total project length, submittal schedule, and work schedule.

2. Project Work Plan, including safety, waste management, and erosion control plans

C. Government Review: Contractor shall include 5 days for Government submittal review.

D. Closeout Submittals. Contractor to provide the following:

1. As-built record drawings, PDF Format, indicating adjustments from the demolition plan and differing site conditions.

2. Provide report, PDF format, of total weight and percentages of Recycling, Landfill, and

Reuse for disposed materials.

PART 2 - PRODUCTS

2.1 PRODUCTS

A. Conduit

1. Provide weathertight conduit and end caps to terminate abandoned conduit 6 inches below grade as not create a tripping hazard.

B. Backfill material

1. Uncrushed aggregate pit run mix, maximum 6 inch sieve per ISPWC Division 801, compacted

C. Crushed Aggregates (Top layer)

1. ¾ inch Nominal crushed rock, per ISPWC Division 802. Grey in color, 4 inches in depth, to match existing area.

D. Weed Barrier (Below top layer)

1. Commercial-rated, UV and mildew resistant, water permeable, black, 5 ounce per square yard or greater weight.

PART 3 - EXECUTION

3.1 LOCATIONS

A. Refer to Attachment 2 for locations and descriptions of work.

B. At least one week prior to mobilization, set up a pre-construction coordination meeting with the Government.

C. Prior to excavation, coordinate with Digline and with private utilities to locate existing utilities.

Site verify location of existing utilities.

3.2 QUALITY CONTROL

A. Set up safety and erosion control measures. Keep construction debris and dirt within the work area.

B. At completion of work, notify the government and do a site walk through to indicate compliance with the work.

3.3 CLOSEOUT

A. Remove erosion control measures. Clean and remove installation related trash, debris, and equipment.

B. Provide Closeout Submittals.

1. Provide as-built drawing, redlining any changes from Attachment 2 Infrastructure plan.

2. Provide waste management records, indicating the separate quantity of materials recycled, salvaged, and sent to the landfill.
