About this opportunity

The Department of the Interior Bureau of Land Management Wyoming Region seeks janitorial services for the National Historic Trails Interpretive Center in Casper, Wyoming, with quotations due June 11, 2026. This is a total small business set-aside under NAICS 561720 with a firm-fixed-price contract structure.

Place of performance is 1501 North Poplar Street, Casper, Wyoming 82601. The facility encompasses 24,000 square feet including offices, a 100-seat theater, four restrooms, and 15,000 square feet of exhibit galleries and public lobby space. The contract requires three cleaning schedules: midday cleaning (one two-hour rotation beginning 11:30 a.m., May 1–September 30 on public operating days Tuesday–Saturday); nightly cleaning beginning no earlier than 5:00 p.m. every night of public operation; and semi-annual deep cleaning twice yearly in October–November and March–April. A contractor-designated, trained Site Supervisor must be present during all cleaning shifts and may perform cleaning tasks as a working supervisor. The contractor must provide all Green Seal-certified cleaning products and equipment, including ladders and lifts for window cleaning. Contractor personnel require federal security clearance through National Agency Check (NAC) and NAC with Inquiries (NACI) processes initiated at least three weeks before the start date. The contract period runs April 1, 2026 through March 31, 2031 (one base year plus four option years). Evaluation weighs technical capability most heavily, followed by past performance, then price. Quoters must provide complete packages including technical capability work plan, staffing plan with designated Site Supervisor, quality control plan, safety plan with incident response procedures, and past performance references from recent museum or high-visibility public janitorial work. Questions are due May 28, 2026 at 2:00 p.m. MST. A mandatory site visit is scheduled for May 26, 2026 at 10:00 a.m. Mountain Time. The contractor must procure minimum liability coverage of $500,000 general liability.
