This is a Performance Work Statement (PWS) for janitorial services at the Bureau of Land Management's National Historic Trails Interpretive Center in Casper, Wyoming. The contractor must provide all Green Seal-certified cleaning products, equipment (vacuums, mops, brushes, ladders, lifts, etc.), and maintain Material Safety Data Sheets for all cleaning agents. Government furnishes restroom supplies (hand soap, paper towels, toilet paper, sanitary products), floor treatment products for the polymer terrazzo surface, utilities, keys, and alarm codes. Contractor personnel require federal security clearance through National Agency Check (NAC) and NAC with Inquiries (NACI) processes initiated at least three weeks before start date. All employees must wear company uniforms with identifiable name tags and maintain professional groomed appearance. The performance-based contract includes detailed specifications for floor maintenance, restroom sanitation, window/door cleaning, wastebasket management, and semi-annual deep cleaning tasks. The Site Supervisor conducts daily walk-through self-inspections with documentation, and government conducts morning inspections for the first 60 days and as needed thereafter for deficiencies. Three written notices of performance failure within one year constitute grounds for personnel removal or contract termination.

National Historic Trail Interpretive Center Janitorial Services Statement of Work
I. PROJECT DESCRIPTION:
The Contractor shall provide management, training, supervision, labor, uniforms, supplies, materials, equipment, and tools, except for specified Government-furnished materials, required to satisfactorily perform the janitorial services specified in this Performance-Based Service Contract. The training and work shall comply with standards listed in the individual sections of this document.
Work Location: Bureau of Land Management (BLM) National Historic Trails Interpretive Center (NHTIC), at 1501 North Poplar Street, Casper, Wyoming 82601. The NHTIC comprises one 24,000 square feet public building including offices, a 100-seat theater, four restrooms, interior and exterior window walls, 15,000 square feet of exhibit galleries, and public lobby space.
II. WORK HOURS and SCHEDULES:
A. The NHTIC maintains a Tuesday to Saturday schedule for visitors being fully closed on Sundays and having staff only present on Mondays. Seasons, hours and operating days are subject to change due to funding and staffing. The NHTIC will be open to the public Tuesday through Saturday weekly from 9:30 a.m. to 5:00 p.m. The NHTIC is closed on all Holidays except Juneteenth and July 4 when they fall on a Tuesday through Saturday. Three schedules of cleaning shall be performed by the Contractor to meet requirements in paragraph XIII (below).
B. Midday Cleaning: Midday Cleaning consists of a single two-hour cleaning and servicing rotation that begins promptly at 11:30 a.m. daily, during the high-traffic season from May 1 through September 30. Visitors will be present during the cleaning. Hours for janitorial service may be adjusted by the government to best suit the needs of the NHTIC. The Contracting Officer’s Representative (COR) and contractor will coordinate to establish times for all scheduled cleaning. Cleaning during the daytime is to have minimal impact on the visitor experience. One Contractor-designated, trained Site Supervisor shall be present in company uniform with a clearly identifiable name tag in a continuous working capacity during this time frame, every day that the NHTIC is open to the public. All contractor personnel shall maintain a neatly groomed appearance. All contractor personnel shall wear a shirt or apron identifying them as cleaning personnel.
Personnel shall be polite and professional in conduct, especially when interacting with NHTIC visitors. For Midday Cleaning requirements see Section XIII (below).
C. Nightly Cleaning: Cleaning and servicing of public and administrative areas of the building shall be performed beginning no earlier than 5:00 p.m. and continuing until all work is completed, every night of day-time operation open to the public. One Contractor-designated, trained Site Supervisor and at least one additional trained Contractor employee shall be present to conduct work. Hours for janitorial service may be adjusted to best suit the needs of the NHTIC. The COR and contractor will coordinate to establish times for all scheduled cleaning. For Nightly Cleaning requirements see Section XIII (below).
D. Semi-Annual Cleaning: Comprehensive cleaning of areas of the building that are not typically cleaned on either schedule above will occur twice yearly. Semi-annual cleaning shall only be performed on the calendar-based schedule of days and hours defined in Section XIII.A.10. One Contractor-designated, trained Site Supervisor and at least one additional trained Contractor employee shall be present during the conduct of semi-annual cleaning procedures. For semi-annual cleaning requirements see Section XIII.A.10.
E. Site Inspections: A Contractor-designated Site Supervisor will be available at a government-designated time to perform a morning walk-through inspection of the NHTIC with either the COR, NHTIC Manager, or a designated BLM Project Inspector each morning for the first 60 (sixty) days of contract performance. In the event of deficiencies and for each deficiency of performance (defined as more than one day of uncorrected performance communicated to the Contractor’s designated Site Supervisor) after the initial 60-day inspection period, a Site Supervisor will be required to resume the morning walk-through inspection with government personnel at a government appointed time for a minimum of three consecutive days.
III. CONDUCT OF OPERATIONS:
A. The Contractor shall schedule and perform all cleaning operations to minimize interference with normal working conditions of the building occupants and impacts of noise or physical restrictions on the visiting public.
B. The conduct of Semi-annual Cleaning as defined in Paragraph XIII.A.10 shall be scheduled by consultation with the Contracting Officer’s Representative (COR) in advance so that cleaning operations minimize interference with normal operations.
C. Special Events routinely occur at the NHTIC which can result in the building being occupied by the public and BLM staff as late as 12:00 midnight. When a special event is scheduled, the contractor will be contacted in advance by the COR to discuss the cleaning effort for the day(s) or night(s) of the special event.
The conduct of a Special Event does not relieve the Contractor of his/her obligations under this contract. The Contractor shall schedule nightly cleaning around special events.
IV. CONTRACTOR-FURNISHED EQUIPMENT AND SUPPLIES:
A. The Contractor shall be required to furnish all labor, supplies (except government furnished supplies), tools, appropriate equipment, and relevant operational and safety training to safely and effectively complete the work described in this contract.
1. Supplies: The following items shall be furnished by the Contractor and are subject to approval by the COR: all necessary cleaning supplies and equipment, including: lint-free soft cotton towels or microfiber towels, cotton-tipped swabs, mild liquid soap, and all disinfectants, deodorizers, concentrated cleaning agents, stainless steel cleaner, and glass cleaner. All cleaning products must be Green Seal certified (www.greenseal.org) as described below. The Contractor shall make careful selection of all cleaning products and equipment to comply with the following:
a. Purchase and use green cleaning products that have the following environmentally responsible features, where applicable to the specific intended use: non-toxic; contain no phosphates; non-corrosive; contain no http://www.greenseal.org/ Huong Le Highlight ozone depleting compounds; contain no carcinogens; contain no chlorine bleach; contain no butoxyethanol; contain no petroleum distillates; non-flammable; concentrated for use in cold water; safe volatile organic compound levels when diluted; and packaged ecologically in recycled content cardboard boxes and plastic containers to the maximum extent possible. The Government has the right to reject any cleaning product with a request for a substitute at any time.
B. Equipment: All necessary cleaning equipment including vacuum cleaners, dust mops, brushes, dusters, sponges, microfiber cloths, ladders, lifts, mops and mop buckets, brooms, carts, extension cords, window cleaning equipment, and any necessary equipment not otherwise listed herein shall be of appropriate type and size customarily used in this type of high-visitation public setting. All equipment shall be furnished and maintained by the Contractor at their expense.
C. Hazardous Materials: The Contractor shall maintain current Material Safety Data Sheets (MSDS) for all cleaning products used by the Contractor, posted in the Janitorial Closet. The Contractor is responsible to inform his/her employees of the purpose and importance of the MSDS. A Brand Name List of all cleaning products to be used on the job and MSDS for these products shall be submitted to the COR on or before the Start Work Date, and updated or replaced when new products are purchased.
V. GOVERNMENT-FURNISHED ITEMS:
A. Supplies: At least a one-month quantity of supplies will be maintained by the government on site at all times. The Contractor shall notify the COR immediately if supplies fall below a one-week servicing level.
1. The Government will furnish the following supplies:
• To restock restrooms: liquid hand soap, multifold paper hand towels, toilet paper, sanitary napkins, tampons, wastebasket and trash receptacle liners.
• To maintain Thin-Set Polymer Terrazzo floor surface: all floor treatment products necessary for maintenance of the polymer terrazzo floor surface.
B. Utilities: Reasonable amounts of electricity and water will be made available for use by the Contractor.
C. Keys and Alarm System Access Codes: Keys and alarm codes will be furnished by the Government to Contractor-designated Site Supervisor(s) only. The Contractor and/or Site Supervisor shall sign a receipt for keys issued and be responsible for their return at the end of the contract. The Contractor and/or Site Supervisor shall immediately notify the COR if any key(s) are lost or stolen. Replicating or loaning of passwords and keys to unauthorized individuals is strictly forbidden. The Government may, at the Government’s option, hold the Contractor liable for all costs associated with replacing lost keys, including the cost of re-keying or changing the locks affected, to include master keys and re-keying entire facilities.
D. Storage Areas and Janitorial Closets: The Contractor will share existing storage space in a utility closet with the BLM. All Contractor-stored cleaning products, materials, supplies, and equipment shall be conspicuously identified with the Contractor’s markings to indicate ownership; stored in containers appropriate for the substance being stored; and be stored in a manner consistent with industry safety standards.
VI. PERSONNEL:
A. The Contractor shall employ only qualified personnel who have been engaged in performing janitorial operations and have passed security checks (Paragraph 8). A list of current employee names shall be provided at the time of award and as employees are replaced. Updates to that list will be made in writing to the COR and prior to the start date of hired employees.
1. Contractor Liaison: The Contractor or the Contractor’s designated representative shall contact the COR as needed to discuss the conduct of the work and alleviate any minor misunderstandings that may arise during the performance of the work and be available to take immediate action to have deficiencies corrected, if required, that may be called to their attention. A current working phone number for the Contractor and the Contractor’s designated representative(s) must be provided throughout the contract.
2. Supervision: The Contractor is required to have a Site Supervisor on duty during any and all operations under this contract that is responsible for the conduct of work of this contract. The Site Supervisor will be identified (name and telephone number) at the time of award and as changes are made.
3. Uniforms: Contractor personnel are required to wear company uniforms during the conduct of work performed under this contract during NHTIC open hours of operation. Uniforms shall clearly identify the company with a designated company logo and/or with an identifiable company name tag, while presenting a neat, clean appearance. Uniforms shall consist of a sleeved shirt and long pants, and appropriate closed-toe footwear. All Contractor personnel present at night are required to wear a clearly identifiable company name tag while on the NHTIC premises.
4. Use of Subcontractors: All subcontractor personnel shall be directly trained, monitored and supervised by the Contractor’s designated Site Supervisor at all times while on-site at the NHTIC. The COR will deny entry to the facility to subcontractors unaccompanied by a designated Site Supervisor.
5. Conduct: All Contractor personnel shall maintain a neatly groomed appearance. Personnel shall be polite and professional in their conduct, especially when interacting with NHTIC visitors.
VII. CONTRACTOR PERSONNEL SECURITY AND SUITABILITY REQUIREMENTS:
A. Performance of this contract requires contractor personnel to have a Federal
Government issued security clearance before being allowed unsupervised access to a DOI facility. The COR will be the sponsoring official and will make arrangements for personal identity verification and clearance initiation.
At least three (3) weeks before the start of contract performance, the Contractor will identify all contractor and subcontractor personnel who will require physical access to the NHTIC for performance of work under this contract. The Contractor must make those personnel available at the place and time specified by the COR to initiate screening and background investigations. The following forms, or their equivalent, will be used to initiate the screening process:
Office of Personnel Management Standard Form 85 or 85P (includes Authorization for Release of Information and Electronic Questionnaires for Investigations Processing Certification Form.)
Optional Form 306 Fingerprint card or digital printing DOI Access Card Request Form
Contractor employees are required to provide accurate information during the screening process. Refusal or failure to furnish information may constitute grounds for denial or revocation of credentials. Government personnel may contact the Contractor personnel being screened or investigated in person, by telephone, or in writing, and the Contractor agrees to make them available for such contact.
Alternatively, if an individual has already been credentialed by another agency through the U.S. Office of Personnel Management and that screening has not yet expired, further investigation may not be necessary. In such cases the Contractor shall provide the COR with documentation that supports each individual employee’s credential status. Before starting work under this contract, contract employees must submit a DOI Access Card Request Form and be favorable adjudicated through electronic fingerprinting at a DOI Enrollment Center. Currently an Enrollment Center is located in Casper, Wyoming.
During performance of the contract, the Contractor will keep the COR apprised of changes in personnel to ensure that performance is not delayed by compliance with the screening process. If reissuance of expired credentials is needed, coordination will be made through the COR, as sponsor of the process.
The Contractor shall notify the COR of all personnel terminations in writing within 24 hours of their effective date so that intrusion alarm codes can be promptly updated by the NHTIC. The Contractor shall obtain all keys and government issued security cards issued to his/her employees immediately upon their termination or resignation.
Before starting work under this contract, a National Agency Check (NAC) will be conducted to verify the identity of all individuals applying for security clearance. Upon successful completion of the NAC process, keys will be issued for the facility.
Simultaneously, a NAC with Inquiries (NACI) will be initiated to determine the individual’s suitability for the position. If the NACI adjudication is favorable, nothing more needs to be done. If adjudication is unfavorable, the screening will be revoked.
In the event of disagreement between the Contractor and the Government concerning the suitability of an individual to perform work under this contract, the Department of the Interior shall have the right of final determination.
VIII. SAFETY AND BUILDING SECURITY:
A. Security of the Building: The Contractor shall be responsible for checking and securing the building; includes checking/ locking exterior doors, gate closures, arming alarm system and turning off designated lights at the end of each shift.
B. Fire Protection and Prevention: The Contractor shall take action to ensure that all flammable materials and disposable supplies that constitute a fire hazard are placed in appropriate containers and removed from the building daily. No flammables shall be stored in the building by the Contractor.
C. Protection and Damage: The Contractor shall be responsible for all damage to persons and property that occurs as a result of its negligence while performing work under this contract. The Contractor is responsible for using proper caution in all work performed.
Damage to visible surfaces, permanent stains or marks, or breakage or loss of any Government equipment or property as a result of the Contractor’s actions or those of its agents, or employees, shall be mitigated at the Contractor’s expense by the Contracting Officer, who retains authority to make adjustments to the Contractor’s monthly payment to offset the cost of necessary repairs.
IX. REPORTING:
A. Emergency Reporting: The Contractor shall require each employee to
IMMEDIATELY report fires by calling 8-911 from a NHTIC telephone and then contact either the COR or NHTIC Manager by telephone. It is the on-duty Contractor-designated Site Supervisor’s responsibility to ensure the safe exit of Contractor employees from the building in the event of a fire. Other emergencies such as a broken pipe or evidence of a recent break-in must be reported immediately to the COR.
Telephone numbers of the COR and NHTIC Manager shall be given to the Contractor by the COR on the Start Work Date.
B. Miscellaneous Reporting: Any items in need of repair such as leaky faucets, broken toilet seats, damaged exhibits, and etcetera shall be reported in writing to the COR by the end of each cleaning period or as discovered.
C. Lost and Found: Visitors occasionally misplace items of personal property while visiting the NHTIC. The Contractor-designated Site Supervisor shall immediately give personal property items found to the COR. In the absence of the COR, found items may be left at the Visitor Information Desk along with a note identifying where the item was found as well as date, time and name of person that found the item.
X. UTILITY CONSERVATION:
A. The Contractor shall ensure that water, lights, and other electrical consumption precludes waste of those utilities. Lights shall be on only in areas where and when work is actually being performed and water faucets or valves shall be turned off after the required usage has been accomplished.
XI. DEFINITIONS:
A. Clean: Clean, cleaning, or cleanup as used in this contract, is the removal of any foreign material or matter including but not limited to, candy, tobacco, gum, sand, dirt, mud, dust, gravel, grass and other vegetal material, scuff marks, oil spots, grease spots, pencil marks, pen marks, and crayon marks, in order to leave the surface free from dirt or impurities, unsoiled and unstained.
B. Contracting Officer (CO): The Contracting Officer is a person with the authority to enter into, administer, modify and/or terminate contracts and make related determinations and findings.
C. Contractor: The term Contractor refers to the Contractor.
D. Contracting Officer’s Representative (COR): The Government employee designated by the Contracting Officer to be responsible for monitoring the Contractor’s performance.
E. Inspect: A conscientious visual examination.
F. Reporting: Promptly informing the COR of any damage, changes in surface quality or text quality, markings, obstinate dirt or oil, stains, malfunction, leakage, breakage, or other unusual condition of exhibit components, fixtures, surfaces, or elements encountered during routine cleaning operations.
G. Servicing: The re-supply of materials necessary to accomplish the cleaning or operational task, or the replenishment of items or materials consumed during daily use or operation.
XII. CONDUCT OF WORK:
A. All persons employed by the Contractor shall be experienced in this type of work or shall work closely with the designated Site Supervisor to realize the necessary training.
Conduct of work shall indicate deliberate effort to produce first quality results. Hasty or careless work is not acceptable.
1. This is a performance-based service contract where the requirements are written with results in mind. The contractor is to meet or exceed the standard set forth within this service schedule.
2. Examples of unacceptable work: dirt in corners; mop splashes on baseboards and walls; dust build-up on surfaces; wax build-up on floor perimeter; dirt, debris, litter, etc., under waste baskets, garbage cans and chairs; accumulated dirt in cracks, joints, stair treads, and on exhibit surfaces; failure to remove trash such as cups, paperclips, staples from floor; failure to clean mops and janitorial sinks after use; mop strings on floor; mopping or sweeping tracks on floors; failure to lock doors and turn off lights when leaving the building; failure to concentrate on high use areas or exhibit areas; and other manifestations of lack of concern or capability of producing first quality work.
3. Three written notices of failure to perform within one year, shall be considered evidence of noncompliance with the contract and shall be grounds for removal of Contractor Personnel or termination of the contract.
XIII. CUSTODIAL SERVICES REQUIREMENTS:
The Contractor shall provide the custodial services described herein.
A. Basic services shall be performed at the locations and frequencies shown in the Quality Assurance Plan and shall consist of the services listed for the specified spaces.
The Midday Cleaning schedule (of the period of May 1 through September 30) shall include no less than one cleaning rotation starting at 11:30 a.m. to include cleaning of public restrooms, public areas, and other duties as specified. All duties contained in the following list, unless specified otherwise, are considered a Nightly Cleaning duty.
No chemical or cleaning compound shall be used that will damage the item being cleaned or surrounding items. The Contractor shall ensure that all furniture, wastebaskets, office equipment, etc., are returned to their original position and location after cleaning each room. Performance requirements for Nightly Cleaning and Midday Cleaning services include the following:
1. Floor Surfaces: At the beginning of each workday, all floor surfaces in the main public entry vestibule, common lobby areas, restrooms, exhibit galleries, administrative offices, hallways, and multipurpose room shall be free of water, litter, sand, gravel, stains, lint, insects, and scuff marks. Spot cleaning of carpets shall be performed as needed to maintain a uniform appearance. Midday Cleaning of the floor surfaces in the public areas should take place to not disturb visitation, and with a vacuum cleaner approved by the COR.
2. Thin-Set Terrazzo Floor Maintenance: The thin-set polymer terrazzo floor surface in the NHTIC lobby shall be maintained in strict compliance with the specifications listed below to present a high gloss, uniform appearance and be free of spots, streaks, and dirt:
a. The surface of the floor shall be dust-mopped nightly with a clean, soft cotton or microfiber dust mop completely free of incidental debris including soil, sand, insects, and all foreign matter. The dust mop shall be labeled by the Contractor: “For Terrazzo Floor Maintenance Only” and shall not be allowed to become contaminated by chemical agents or used for any other purpose.
b. Superficial streaks and water spots shall be cleaned from the floor surface nightly using a clean, dedicated microfiber or cotton string mop rinsed in clean water only and squeezed out to remove excess water.
The mop, mop bucket, and mop squeezing device shall be labeled by the Contractor: “For Terrazzo Floor Maintenance Only” and shall not be allowed to become contaminated by chemical agents or mops used for any other purpose elsewhere in the facility.
c. All floor treatment products and equipment necessary for burnishing of the thin-set polymer terrazzo floor will be furnished by the government. The government will perform burnishing periodically.
3. Restrooms: At the beginning of each workday all three public restrooms and one staff restroom shall be clean and serviced to the following specifications. All restrooms shall be cleaned and serviced during the Midday Cleaning:
a. All tiled floors and wall surfaces, porcelain fixtures including urinals and toilets, stainless steel, chrome fixtures, wash basins, backsplashes, countertops, dispensers, stall partitions, exposed pipes, shelving, glass mirrors (including the top portion of the mirrors), and drinking fountains shall be disinfected, deodorized where needed, and be clean and bright and free of water, dirt, dust, spots, streaks, excess moisture, and stains.
b. Waste receptacles including garbage cans and sanitary napkin receptacles shall be emptied, disinfected, and have new liners installed.
c. All dispensers of consumables such as paper towels, toilet paper, hand soap, and sanitary napkins and tampons shall be replenished and refilled so that those items are continuously available to the public.
d. All exhaust fan vents and light fixture covers shall be free of dust, cobwebs, dirt, hair, insects, smudges, water spots, and lint.
4. Windows and Doors: At the beginning of each workday, all internal Public Lobby Main Entrance and Atrium doors, window walls, and window moldings of all internal Administrative Office doors and window walls, and all internal Veranda doors and window walls and their associated aluminum frames and sills shall be washed as necessary to be free of water, handprints, fingerprints, stains, spots, streaks, dust, sand and insects. External glass and aluminum frames and sill surfaces shall be washed as needed to their full height at a minimum once per month April through October, and weather permitting November through March.
Contractor will make every effort possible to accommodate cleaning as needed during the winter months, including but not limited to scheduling cleaning with government permission during higher temperature daytime hours. Windows and doors in public areas will be treated as needed during Midday Cleaning rotations.
5. Wastebaskets and Trash Receptacles: At the beginning of each workday, the facility shall be free of garbage and all wastebaskets and shredder containers shall be free of dirt, spots, debris, and other encrustations. This includes all trash receptacles in the parking lot and entryway. Receptacle plastic liners shall be unsoiled and free from holes. All trash shall be securely tied in garbage bags before being placed in dumpsters. Outdoor cigarette receptacles are to be emptied on Midday Cleaning rotation and never be more than fifty percent full. The Contractor shall police for any spillage of trash, debris, refuse, and etcetera which is the result of this operation. Wastebaskets and receptacles in public areas shall be emptied during the Midday Cleaning rotation.
6. Tables, counters, sinks, chairs, and picture frames and appliances: At the beginning of each work day, all table surfaces, countertop surfaces, sinks, and chairs and picture frames and appliances in the Copier Room, Multipurpose Room, Break Room, and the public lobby Information Desk shall be wiped clean of all water, spots, stains, streaks, crumbs, dust and any other foreign matter.
Counters, sinks and tabletops shall be disinfected. Exterior surfaces on upper and lower cabinets will be wiped clean of fingerprints, food stains, smudges, dirt, grease, and etcetera as needed.
7. All wall surfaces 72 inches above the finished floor, including blue tile and carved stone walls, door jams, and mop boards shall be free of smudges, marks, and dirt. Spots will be removed without damage to paint, stone or wall surface.
8. The bookstore shall be dusted during the Midday Cleaning rotation and the carpeted floor surface shall be groomed so that there shall be no dust, insects, foreign debris, or litter on bookshelves, displays, or the floor.
9. Cleanup: All spills made by the Contractor’s personnel shall be cleaned up immediately using appropriate methods. All cleaning materials and equipment shall be properly stored upon completion of work. Rags, brushes, mops, and other implements used in cleaning that contain or retain a residue of animal, vegetable, or mineral oils are considered to be subject to spontaneous combustion and must be disposed of in appropriate metal containers. Towels, mops, buckets, mop squeezers, and cleaning materials and tools shall be washed and groomed to prevent damage to vulnerable surfaces when cleaning. All wet mops shall be rinsed clean, squeezed to remove excess water, and hung up to dry nightly, without exception. Visibly dirty mop heads that cannot be rinsed clean shall be replaced by the Contractor in a timely manner.
10. Semi-Annual Cleaning:
A. Semi-Annual cleaning shall consist of completion of the following tasks twice per year, once during the fall and once more in the spring. Fall includes the months of October and November. Spring includes the months of March and April. All Semi-Annual cleaning shall be performed to minimize impacts on public visitation. Advance coordination of actual cleaning days with the COR will be necessary to avoid disruption of public visitation or potential special events, and to ensure prompt inspection of results by the BLM:
1. The concrete floor surfaces in the Delivery Room, Electrical Room, Boiler Room, and Three-Way Room shall be vacuumed and mopped as necessary to remove all sand, dirt, dust, gravel, vegetal material, spots, stains, and insects. Vacuuming shall include floor edges and corners in each room, and expansion joints in the floor.
2. The steel staircase and steel deck mezzanine floor in the Mechanical Room shall be vacuumed and the staircase mopped as necessary to remove all sand, dirt, dust, gravel, vegetal material, spots, stains, and insects.
3. The snow melt system utility chase, the document/brochure closet off the Public Lobby area, and two under-stair storage spaces at the rear (east side) of the Theater shall be vacuumed to remove all dust, sand, cobwebs, insects, and other debris.
4. The Theater mezzanine staircase and the projection mezzanine deck and railing shall be cleaned of all dust, sand, cobwebs, insects, and other debris.
5. All visible vinyl cove molding along the base of walls in the Administrative Offices, Hallways, Multi-Purpose Room, Break Room, and Work Room and all wood molding along the base of walls in the Public Lobby areas shall be cleaned of all sand, dirt, dust, spots, stains, and insects.
6. Three outdoor trash receptacle hard drum liners shall be removed then wiped and hosed out in the Service Entrance on the north side of the building to remove spots, stains, and debris, using a mild disinfectant detergent, then rinsed clean and replaced in their receptacles with new bag liners.
7. All aggregate concrete floor surfaces in the Public Lobby and Atrium Storage Room shall be vacuumed and the grid of expansion grooves present in the aggregate floor shall be vacuumed with a crevice tool to remove all sand, dirt, dust, gravel, vegetal material and insects.
8. All plastic light diffuser panels on fluorescent light fixtures shall be removed and cleaned to remove all sand, dirt, dust, and insect accumulations, then dried and replaced in their fixtures.
XIV. Walk-Through Self-Inspection and Log:
The Contractor shall provide a Self-Inspection Log form that reflects the government’s Quality Assurance Plan Inspection form. The Contractor-designated Site Supervisor shall conduct a walk-through inspection of work performed by the Contractor’s on-site personnel each night, without exception. The Site Supervisor shall maintain a continuous supply of the Contractor’s Self-Inspection Log forms and shall initial and date each line item on the Self-Inspection Log prior to exiting the Trails Center building at the completion of each night’s cleaning. Any and all deficiencies noted during the walk-through self-inspection process shall be corrected on the same night, prior to Contractor personnel’s departure from the Trails Center. All Self-Inspection Log forms shall be maintained in the Janitorial Closet and shall be available for review by the COR daily.
