About this opportunity
The National Geospatial-Intelligence Agency seeks vehicle upfitting services for police vehicles, with proposals due May 21, 2026. The procurement is set aside for small business (women-owned small business and economically disadvantaged women-owned small business), and NGA intends to award up to three Basic Ordering Agreements (BOAs) with a five-year ordering period from award, with the highest-rated quote receiving an order to fulfill current requirements.
Place of performance is Springfield, Virginia and St. Louis, Missouri. The NAICS code is 811121 (Automotive Body, Paint, and Interior Repair and Maintenance) with a small business size standard of $9 million. The PSC is J023 (Maint/Repair/Rebuild Of Equipment—Ground Effect Vehicles, Motor Vehicles, Trailers, And Cycles).
The solicitation covers upfitting of 2025 Ford Explorer Interceptor vehicles and other SUVs and full-size pickup trucks with police equipment including emergency lighting systems, sirens, radio installations, K9 cage systems where applicable, prisoner transport cages, window tinting, and specialized components such as light synchronizer systems and inventory management systems. Offerors must demonstrate capability to perform work at both Springfield and St. Louis locations; those able to perform at both locations receive more favorable evaluation. NGA expects to complete one to five vehicles per year routinely.
Initial pricing is based on two identified 2023 Ford Explorer Interceptors (VINs 1FM5K8AB3SGC66617 and 1FM5K8AB1SGC58452) with delivery required 90 days after award. Performance period runs May 19, 2026 to May 18, 2031. Proposals must include past performance information from relevant contracts completed within the last three to five years, with up to three references; contractors may submit CPARs in addition to Past Performance Questionnaires. Evaluation criteria are past performance (confidence rating from substantial to no confidence), technical/management (yes/no on location capability), and price (completeness and reasonableness). Amendment 0002 (May 6, 2026) extended the offer deadline from May 7 to May 21 and removed clause 52.219-8.
