About this file

This document is a Questions and Answers (Q&A) record for federal contract opportunity HM047626R0029 Amendment 0002, dated May 6, 2026, concerning vehicle upfit services for the National Geospatial-Intelligence Agency (NGA).

The solicitation seeks vehicle upfitting services for SUVs (large and small) and full-size pickup trucks of various makes and models, with initial pricing based on two 2025 Ford Explorer Interceptors designated as Police Pursuit Vehicles (PPV). NGA expects to complete one to five vehicles per year routinely, with two primary build specifications: one focused on patrol operations and one for K9 units. Minor specification changes may occur as technology improves. The contract will be structured as a Blanket Order Agreement (BOA) with a five-year ordering period, with each individual order having its own performance period. Key requirements include coordination with "Sign at Work" to obtain NGA emblems and decals for installation, comprehensive lighting systems including red, blue, and white lights with takedown and directional capabilities, and specialized equipment such as light synchronizer systems and inventory management systems for the Operations unit vehicles. Vendors may propose custom-created components as alternatives to OEM or aftermarket parts if they meet or exceed OEM standards, with detailed cost breakdowns required. Regarding proposal submission, vendors should quote for the two identified vehicles, with the Performance Work Statement superseding the Statement of Need where conflicts exist. Relevant past performance under task or call orders is acceptable, and vendors may use CPARs in addition to Past Performance Questionnaires (PPQs). The SF1449, quote, and clauses/provisions may be included with the cover letter, with CLINs left blank if priced at $0. No pricing template is required, and the Small Business Utilization clause has been removed from the solicitation.

1 4/21/2026 Attachment A - Statement of Need For all of the builds mentioned in that attachment, it doesn't specify what vehicles the equipment would be going into.

Vehicles will consist of SUV's (large and small) and full size pickup trucks of various makes and models.

2 4/21/2026 Attachment B - Performance Work

Statement (PWS) 1

PWS Clarifies that the Springfield, VA location needs 2x 2025 Ford Explorer Interceptors to be upfitted.

So, I was wondering if each location would also be using Ford Explorer Interceptors or if there were any differences.

Either location may have operations and tactical response vehicles to be upfitted.

Statement (PWS) Bullet One NGA Emblem - Would vendor receive the emblems from Sign at Work, then to be installed? Or would we be printing off their artwork?

HM047626R0029_SIP Upfits 3 Please confirm that a new CLIN Period of Performance will be identified with each CLIN that is added to the BOA. BOA will have a 5 year ordering period. Each order against the BOA will have its own performance period.

11 4/28/2026 HM047626R0029_SIP Upfits 3 Please Confirm there is no pricing template. There is no pricing template.

12 4/28/2026

With our additive manufacturing capability and machine shop, we often create custom components for specific vehicle make and models. Is there a process for proposing custom components in lieu of OEM or after-market components?

We are not opposed to custom-created components if they meet or exceed the standards established by the OEM components. I would recommend listing the custom work as an alternative to the OEM. You could list the prices comparably within your proposal; ensure that you include the time, labor and purchase price to clearly define the true cost of the custom work against purchasing an OEM part.

13 4/28/2026 Should we assume the two vehicles identified in the solicitation are the only vehicles we are to price for proposal submission? The quote should be for the two vehicles.

14 4/28/2026

Should we assume that all other vehicles will be built to either one of the two specifications that are in the SoN? Or will there be different build specifications in the future?

We have two primary vehicle builds. One is focused on Patrol and the other is K9 units. That said there are usually minor requested changes to vehicles as technology improves.
