About this opportunity

The Department of State's National Foreign Affairs Training Center (NFATC) is seeking library support services for the Stephen B. Low Information Center through a single-award Blanket Purchase Agreement (BPA). The procurement requires staffing for four key positions: Senior Librarian, Librarian, Digital Archivist, and Program Manager, totaling 1,872 hours annually per position (except the Program Manager at 32 hours). The Information Center supports approximately 50,000 NFATC students and researchers annually, maintaining collections of 30,000 books, 950 DVD titles, and extensive electronic resources focused on international relations and foreign language studies. Offerors must submit four-volume proposals addressing Small Business Participation, Technical Approach, Past Performance, and Pricing, which will be evaluated using a best-value tradeoff process where technical and past performance factors are significantly more important than price. The proposal due date is September 12, 2025, at 12:00 PM EST, with multiple amendments issued through September 9, 2025, addressing various clarifications and requirements.

This opportunity is designated as a 100% small business set-aside under NAICS code 519120 (Libraries and Archives) with a size standard of $21 million. The incumbent contractor is Library Associates of Maryland, LLC under contract 19FS1A20F0062. The contract includes a base period from September 29, 2025, through September 28, 2026, followed by four one-year option periods extending through September 28, 2030, plus an additional six-month option at the government's discretion. Personnel must obtain public trust clearances, and the work will be performed onsite at the Department of State's Building Annex SA-42 in Arlington, Virginia. The solicitation has undergone multiple amendments (A0001 through A0004) addressing questions about security requirements, pricing tables, performance work statements, and evaluation criteria, with the most recent amendment removing all references to FAR Part 8 from the evaluation criteria.
