The U.S. Department of State (DOS), National Foreign Affairs Training Center (NFATC) intends to establish a single award Blanket Purchase Agreement (BPA).
This requirement is reserved as 100% Total Small Business Set-Aside. Offerors shall be considered a Small Business under NAICS 519120 "Libraries and Archives" on the System for Award Management Sam.gov at both the time of proposal submission and contract award.
BPA Ordering Procedures This BPA does not obligate any funds. Each individual order placed against this BPA will obligate funds. The type of BPA order will be identified at the BPA order level. BPA orders may be issued at any time during the ordering period. The performance period will be specified in the BPA order and may include option periods which extend the BPA order up to 12-months beyond the expiration date of this BPA.
The order-level Contracting Officer shall award and administer orders in accordance with the ordering procedures and ordering guidelines set forth in this BPA.
This requirement is reserved as 100% Total Small Business Set-Aside. Offerors shall be considered a Small Business under NAICS 519120 "Libraries and Archives" on the System for Award Management Sam.gov at both the time of proposal submission and contract award.
*** Offerors must be registered and "ACTIVE" in the System for Award Management (SAM) for all awards at the time of quote submission.
B-002 - Expected Services
Services under this contract shall be performed in accordance with the Performance Work Statement (Section C) and the additional parameters described within this document. In order to be considered for award, the contractor must be able to provide contractor staff for services for all the labor categories/position descriptions in Section C when requested by the Government via the issuance of a task order.
Document Number: 19FS1A25R0007 PROCESSED Page 7 of 50
B-003 - Hourly Rates
Contractor shall provide the following hourly rates for each labor category/position description found in Section C:
The unloaded labor hourly rate proposed for each labor category/position. This is the minimum rate at which all contract staff working under each labor category must be paid.
The fully loaded billable hourly rate proposed for each labor category/position. These fixed, fully burdened hourly labor rates include but are not limited to: direct labor (including employee compensation), applicable indirect expenses, and profit. The rates must also reflect expenses for contract management, including the preparation of invoices, cost and technical proposals, contractor status reports, etc., but must exclude travel, other direct costs (ODC), and associated General and Administrative (G&A) expenses. Other than travel costs and other authorized ODCs at the task order level, the Government will not recognize any additional costs which are not made a part of these rates.
Overtime hours for professional services shall be billed at the fully loaded billable hourly rate for that position.
In instances when a schedule approved by the CO, COR/ACOR or GTM requires work on a Sunday or at night, billing should follow OPM guidelines (OPM Handbook on Alternative Work Schedules https://www.opm.gov/policy-data-oversight/pay-leave/pay-administration/#url=Fact-Sheets).
B-004 - Type of Contract
This is a Labor Hour type contract.
B-005 - BPA Billing Rates
Billing Rates for Remote Workers The unloaded billing rate for remote workers shall be determined based on the locality of the individual’s official work location. The adjustment to the unloaded labor rate shall be calculated as the percentage difference between the locality adjustment for the remote worker’s location and the Washington, D.C. locality adjustment, which serves as the ceiling rate. Under no circumstances shall a remote worker's labor rate exceed the ceiling rate, even if the individual resides in a location with a higher locality adjustment than Washington, D.C.
For example, if an individual is based in Atlanta, Georgia, where the locality adjustment is 23.79%, and the Washington, D.C. locality adjustment is 33.94%, the unloaded rate shall be reduced proportionally to reflect the 10.15% difference.
Additionally, the applicable wrap rate shall be applied consistently to all remote workers, ensuring uniformity in the calculation of fully burdened rates.
Request for Change to Work Type All requests to change duty location or transition from one work type to another shall be submitted in writing to both the CO and COR for review and approval. Any approved changes will be formally incorporated into the contract through a modification. Failure to comply with this requirement may result in administrative action, financial penalties, or a negative evaluation in the Contract Performance Assessment Reporting System (CPARS). Additionally, all such requests shall be documented in the monthly staffing report.
Billing and Compensation During Federal Holidays, Closures, and Adjusted Work Schedules It is the contractor’s responsibility to establish and maintain pay procedures that comply with applicable labor laws, including local, state, and federal requirements regarding their employee’s compensation. If applicable laws or the contractor’s policies require payment to employees during any of the closures outlined below, such payments are solely the responsibility of the contractor. The government will not provide additional compensation, nor will contract rates be adjusted due to a vendor’s failure to anticipate or include these costs in their price proposal. Contractors are responsible for accounting for any such costs as part of their pricing proposals and contract submissions.
Billing shall be limited strictly to hours worked in direct performance of the contract, as outlined below:
Document Number: 19FS1A25R0007 PROCESSED Page 8 of 50
1. Federal Holidays Contractor personnel shall not be authorized to invoice for hours not worked on federal holidays unless contract performance requires work on such days and the CO has expressly authorized such work in advance. If contract performance requires work on a federal holiday, the contractor may invoice for actual hours worked.
2. Government Closure Due to an Executive Order If the government is closed due to an Executive Order, which limits the government’s ability to oversee contract performance, contractor personnel are generally not permitted to report for duty, whether in person or alternate location. Accordingly, contractors may not invoice for hours not worked.
3. Government Closure Due to a Weather-Related Event In the event of a government closure due to a weather-related event, contractor personnel shall follow the Office of Personnel Management (OPM) operating status guidance. If OPM permits telework-ready employees to work from an alternate location, contractor personnel who are authorized and prepared to telework may do so and invoice for actual hours worked. If a contractor employee elects not to work and instead takes leave due to a weather-related event, they shall follow their company’s internal leave procedures, and such time shall not be billable to the government.
4. Early Release in Advance of a Federal Holiday If federal employees are granted an early release before a federal holiday, contractor personnel may only invoice for actual hours worked in performance of the contract. Contractors shall not invoice for hours not worked due to early dismissal unless specifically authorized in writing by the CO. If a contractor wishes to continue working during an early release period, the company shall obtain written approval from the COR in advance to ensure adequate government resources are available to oversee contract performance.
5. 59-Minute Rule (Shortened Workday for Federal Employees at Supervisor’s Discretion) The ‘59-Minute Rule’ is a discretionary benefit for federal employees and does not apply to contractor personnel. Contractor staff may only invoice for actual hours worked in the performance of the contract. If the contractor elects to release personnel early, such time shall not be billable to the government.

In Person In-person work refers to a position which requires the individual to work 100% of their time at their bureau’s designated placeof operation, and therefore the individual would reside within the same geographical locality. The individual may be authorizedsituational telework with approval through appropriate channels.
Telework Telework refers to a position which allows an individual who resides within the same geographic locality of their bureau’s designatedplace of operation, as determined by the OPM Locality Pay Area Definitions located at https://www.opm.gov/policy-data-oversight/pay-leave/salaries-wages/2025/locality-pay-area-definitions/, to work from their place of residence. At any given time telework maybe revoked and the contractor may be required to shift to an in-person status.

This individual generally works under a routine telework arrangement such that there is a set schedule designatingwhich days will be in-person and which days will be telework.
F-003 - Unexpected Government Closures
Pursuant to the policies in 3 FAM 3480 telework-ready contract employees (i.e., all contract employees under this contract) who are unable to work due to a facility closure (e.g., inclement weather, terrorist threats, facility malfunctions) must work their regularly scheduled tour of duty from a COR approved alternate work location in order for that time to be billable.
In cases where the federal government closes due to an Executive Order (e.g., The day before or after Christmas Day, Days of National Mourning, Inauguration Day), the Contractor may compensate their employees for the normal time that they would have worked if not for the closure. However, if the Contractor elects to pay employess, it does not create a right for the Contractor to bill for the closure.
