About this opportunity
The Department of the Air Force Materiel Command at Robins Air Force Base is seeking to establish the Next Generation Aerospace Ground Equipment (NGAGE) Multiple Award Contract (MAC), an Indefinite Delivery-Indefinite Quantity (IDIQ) vehicle for aerospace ground equipment (AGE) supporting aircraft launch, recovery, operations, and maintenance activities across various aircraft platforms including fighters, bombers, cargo/airlift, tankers, and unmanned systems. Qualifying offerors must demonstrate experience in two focus area categories: Original Equipment Manufacturer (OEM) capabilities for designing, developing, and manufacturing AGE, and digital engineering and sustainment data delivery including technical manual compliance, logistics product data, and engineering data provisioning. The Air Force will evaluate proposals using a technically acceptable source selection methodology based on three primary factors: Technical Rating, Small Business Participation, and Price Proposal, with offerors required to achieve a minimum score of two points on the self-scoring matrix with at least one point in each focus area category. Proposals must include four volumes: a completed RFP (Volume I), a 30-page maximum technical proposal with up to two work samples demonstrating past performance on U.S. Government contracts within the past five years (Volume II), a small business subcontracting plan (Volume III), and a pricing proposal for post-award conference attendance (Volume IV). The proposal deadline is March 10, 2026, at 5:00 PM Eastern Standard Time, with responses submitted electronically via email to Contract Specialist Joe Lee and Contracting Officer Kimberly Janssen, or through DoD SAFE encrypted delivery.
There is no set-aside designation for this solicitation, though the government seeks to establish a diverse awardee base comprising both large and small businesses and will use fair opportunity procedures for issuing task orders unless individual orders are set aside for small business competition. The contract has a total ceiling value of $920 million over a 10-year period (if all options are exercised), structured as five two-year ordering periods with provisions for on-ramping new contractors and off-ramping underperforming ones. Each awarded contractor is guaranteed a minimum contract value of $100 through an initial delivery order for virtual post-award conference attendance (limited to two attendees for up to four hours) to be awarded within 30–45 days of contract award. Critical submission requirements include a current DD Form 2345 (Military Critical Technical Data Agreement) validated with the Defense Logistics Agency, a Supplier Performance Risk System (SPRS) score verification with remediation plan if applicable, and compliance with all federal contract clauses and fill-in provisions. Performance of work will occur at Robins Air Force Base in Warner Robins, Georgia, and contracts will support the Support Equipment & Vehicles (SE&V) division's Agile Combat Support (ACS) mission worldwide.
