About this file
This Statement of Objectives (SOO) details the Air Force Life Cycle Management Center's requirement for the Next Generation Aircraft Ground Equipment (NGAGE) Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (MAC). The solicitation seeks contractors to design, develop, integrate, and test innovative aircraft ground equipment (AGE) for various aircraft platforms including fighters, bombers, cargo, tankers, and unmanned vehicles. Key objectives include creating multi-capable AGE with at least two functional characteristics, incorporating digital engineering and model-based systems engineering practices, and supporting rapid prototyping and technology integration.
The 10-year contract will focus on developing advanced ground support equipment with an emphasis on agile acquisition processes, emerging technologies, and systems that can be quickly integrated into legacy and new platforms. The contract is not intended for long-term sustainment or full production runs, but rather to foster competition and provide flexibility in modernizing aerospace ground support equipment. The solicitation targets both large and small businesses, with delivery orders structured to support specific requirements through program management, technical data development, and configuration management.

Statement Of Objectives (SOO) For Support Equipment and Vehicles Next Generation Aircraft Ground Equipment Acquisition (NGAGE)
Solicitation # FA8532-25-R-000X
13 June 2026
Prepared by:
Air Force Life Cycle Management Center (AFLCMC) Combat Readiness Aircraft Generation (AG) (AFLCMC/ROZ) Robins Air Force Base, GA 31098
I. Purpose:
This Statement of Objectives (SOO) defines the requirement for the development and fielding of multi-capable and innovative aircraft ground equipment (AGE) for the Aircraft Generation (AG) branch within Support Equipment and Vehicles Division (ROZ) under Program Executive Office (PEO) Combat Readiness (RO) of the Air Force Life Cycle Management Center (AFLCMC). The Period of Performance (PoP) for this Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) vehicle shall not exceed ten (10) years.
The AGE Section manages and supports end-to-end life cycle of AGE in support of warfighter air vehicle launch, recovery, and operations & maintenance (O&M) activities at operating locations worldwide. The supported aircraft platforms include, but are not limited to fighter, bomber, cargo/airlift, tanker, and un-manned. AGE consists of items utilized on the ground to directly support air vehicle launch, recovery, and operations and maintenance (O&M) of various aircraft systems. AGE is transported by air vehicles; however, it is not utilized while in the air.
II. Scope:
The overall scope of this SOO is to establish the requirements for the Next Generation AGE (NGAGE) IDIQ MAC to include, but not be limited to the following overarching AGE focus area categories to meet the end mission of launch, recovery, and O&M of aircraft:
a. Demonstrated production of AGE with more than one capability (for example, the legacy A/M32A-60A gas turbine generator providing both power and bleed air)
b. Demonstrated capability of Design/Development/Integration/Test/Production of Military Style AGE; demonstrated capability of using Digital Engineering/Model-Based Systems Engineering (MBSE)
c. Demonstrated experience of innovating and modernizing AGE
The intent of this MAC is to allow rapid fund execution for designing, developing, testing, and implementing new solutions. This MAC is not intended for long-term sustainment, complete/full production runs, or build to print type acquisitions. Further, the Delivery Orders will not contain Interim Contractor Support (ICS), Contractor Logistics Support (CLS), or Advisory and Assistance Services (A&AS) support.
III. Execution:
Each individual delivery order will have its own established performance period based on the requirement, as well as supporting requirements documentation (Statement of Work, Purchase Description, etc. as applicable), Contract Line-Item Numbers (CLINs), and Contract Data Requirements Lists (CDRLs).
The NGAGE Ordering Guide provides procedures for ordering and administration. The contract terms are identified and explained in this ordering guide to facilitate the purchasing process. This MAC Indefinite Delivery Indefinite Quantity (IDIQ) Program serves to foster competition and give teams maximum flexibility to rapidly modernize the next generation of aerospace ground support equipment, allowing the Aircraft Generation Branch to keep pace with current and future technologies and trends for an ever-evolving weapons systems portfolio.
IV. Objectives:
1) Design, develop, integrate, and test hardware and software into new or existing AGE.
2) Incorporate digital acquisition and sustainment practices to support Digital Materiel Management (DMM), which includes Digital Engineering (DE), Model Based Systems Engineering (MBSE), Agile Software, and Open System Architecture (OSA).
3) To innovate and modernize multi-capable AGE with a minimum of two functional characteristics.
V. Special Areas of Interest:
1) Use of agile enabling processes, such as DE and OSA, to accelerate acquisition and provide the capability to AGE customers faster.
2) Explore new technologies to support and enhance systems and allow for rapid integration on both legacy and NGAGE. This includes initiatives for the rapid execution of innovative, emerging capabilities and technologies and products by developing, integrating, and proving through rapid prototyping and demonstration/test.
3) Program Management support, inherent to the end item deliverables, to include but not limited to:
i. Cost, Schedule, and Performance Control
ii. Program Management Reviews (PMRs); i.e., quarterly
iii. Status Reports (SR); i.e., monthly/quarterly
iv. Systems Engineering
v. Technical Data, Provisioning Data and Configuration Management
