About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base is seeking to procure Next Generation Aerospace Ground Equipment (NGAGE) through a Multiple Award Contract (MAC) Indefinite Delivery-Indefinite Quantity (IDIQ) structure. The procurement covers the design, development, testing, and implementation of innovative aerospace ground equipment supporting various aircraft platforms including fighters, bombers, cargo/airlift, tanker, and unmanned aircraft for worldwide operations. Offerors must demonstrate capabilities in two focus areas: Original Equipment Manufacturer (OEM) delivery and manufacturing of aerospace ground equipment, and delivery of digital engineering and sustainment data including technical documentation and digital modeling experience. The evaluation will use a Technically Acceptable source selection methodology without trade-offs, assessing Technical Rating, Small Business Participation, and Price Proposal, with offerors required to achieve a minimum self-score of two points across the focus area categories. The draft RFP was released on August 25, 2025, with industry questions due by September 9, 2025, and the formal RFP expected in early November with contract award anticipated by April 27, 2026.

This opportunity has no set-aside designation and is open to all qualified contractors, with the government intending to establish a diverse awardee base of both large and small businesses. No current incumbents or specific contractors were identified in the documentation. The total contract value is $920,000,000 over a maximum 10-year period, structured with a two-year basic period and four optional two-year extensions. The contract will support rapid fund execution for new solution development rather than long-term sustainment or full production runs, with planned on-ramp opportunities every two years to capture evolving market technology and trends. All delivery orders will be competitively issued using fair opportunity procedures, with decentralized ordering not authorized and all orders issued by the AFLCMC/ROKA Contracting Office. The contract will utilize various pricing arrangements including Cost Plus Fixed Fee, Cost Plus Incentive Fee, Firm Fixed Price, and Fixed Price Incentive structures.
