About this opportunity
The Department of the Air Force Pacific Air Forces seeks digitization services for approximately 9,640 newspaper surfaces from Eielson Air Force Base's historical collection, with proposals due June 5, 2026, at 4:00 PM Alaska Daylight Time. This is a total small business set-aside under NAICS 518210 with a firm-fixed-price purchase order resulting from this request for quote.
Place of performance is Eielson Air Force Base, Alaska. The contractor must scan and process fragile, acidic newsprint aged 50–70 years, housed in 29 archival boxes, using overhead touchless scanning equipment with trained archival staff only; commercial scanning equipment is prohibited per Air Force Historical Research Agency guidelines. Deliverables include preservation master files in full-color 300 dpi TIFF format with LZW lossless compression, access derivatives as full-color 300 dpi JPEG files, one searchable PDF/A file per newspaper issue with OCR capability, a delivery record, an itemized spreadsheet, condition documentation, and a finding aid. The contractor must return all original documents in their original archival boxes and deliver five external hard drives containing the complete searchable digitized collection within 120 calendar days of receipt. Return shipment of materials is the contractor's responsibility; government furnishes initial delivery.
Repairs using acid-free archival translucent tape may be applied sparingly by trained staff only, with Lineco tape as the preferred method, and all repairs must be documented. Questions closed May 20, 2026. Award will be made to the lowest-priced technically acceptable quote. Submission requires a completed price schedule, product specifications demonstrating compliance with the Performance Work Statement, and a signed PWS acknowledgment. Contractors must obtain base identification and vehicle passes for Eielson AFB access and comply with emergency mass notification system requirements.
