About this opportunity
The Department of the Air Force Pacific Air Forces is seeking sources for digital preservation services to digitize approximately 1,952 newspaper volumes from the Eielson Air Force Base collection spanning 1952-1979. This is a market research and sources sought notice, not a formal solicitation or commitment to award a contract. Interested vendors must review the Statement of Work and provide feedback on suitability for the project, along with company information including name, point of contact, email, phone number, and CAGE/UEI codes. All responses must be directed to john.fertulus@us.af.mil by March 6, 2026. The evaluation will assess vendor capability to deliver complete digitization services including high-resolution scanning, creation of multiple file formats, optical character recognition, and quality assurance verification to confirm 300 dpi resolution, correct file formats, and searchable text.
This opportunity carries no set-aside designation and no incumbent contractor or award value has been specified in the notice. The contractor will be required to scan all newspapers at a minimum 300 dpi resolution in full color and deliver three distinct digital file formats for each page: Archival Master Files in TIFF format, Access Files in JPEG format, and Searchable Document Files as multi-page searchable PDFs with OCR applied. All materials must be provided on five separate external hard drives, each containing the complete collection, with the Period of Performance set at 120 calendar days from the first business day after the contractor confirms receipt of the original newspapers. The contractor must also securely return all original volumes in their archival boxes using trackable shipping and provide monthly status reports by the 5th business day of each month.
