About this opportunity
The Library of Congress seeks to procure up to one Indelt Broadcart TE-3 videotape migration robotic system in the base year, with the option to purchase up to three additional units, with proposals due June 30, 2026. This is a brand-name competitive solicitation under FAR Part 13.5 Simplified Acquisition Procedures, not set aside for any category. The Indelt Broadcart TE-3 is the only acceptable product; alternatives would create compatibility and integration issues with existing Video Lab infrastructure installed since 2012.
Place of performance is Culpeper, Virginia (19053 Mt Pony Road, Packard Campus for Audio Visual Conservation), though the contracting office is in Washington, DC. The contractor must furnish, install, configure, calibrate, and integrate a fully integrated robotic videotape migration system including all hardware, software, and firmware. Deliverable includes comprehensive one-year warranty covering all components, on-site installation and configuration, system calibration, integration with existing control software (MMDcServer and DcClient operating on Windows), comprehensive training for up to eight staff members, and ongoing maintenance and support. The base system ships by July 30, 2027; optional systems ship by July 30, 2029. Contractor staff must obtain Library-issued photo identification badges and complete mandatory information systems security training. The contractor bears all travel costs for service work; the Library will not reimburse travel expenses.
Evaluation uses best-value trade-off across four factors: technical approach (10-page limit), management capabilities and project management plan (10-page limit), past performance (minimum three references within the last five years), and price. Questions were due June 12, 2026. Amendment 1, effective June 22, 2026, provides pre-proposal Q&A clarifications only; the original offer deadline remains unchanged. Offerors must acknowledge receipt of Amendment 1 before submission. NAICS 334310; PSC 5836.

Notice: This is a competitive solicitation for commercial products and commercial services adhering to the requirements of FAR subpart 13.5, Simplified Acquisition Procedures. This solicitation is issued with a brand-name justification for the procurement of Indelt Broadcart TE-3 robotic systems to increase overall digitized output capacity and expand the range of supported videotape formats within the Video Lab’s robotic migration workflow.
The Library of Congress’ National Audiovisual Conservation Center (NAVCC) is located at the Packard Campus for Audio Visual Conservation in Culpeper, Virginia. The NAVCC provides a range of preservation services for the audiovisual collections. The Video lab at the NAVCC seeks to procure up to one (1) Indelt Broadcart TE-3 videotape migration robotic systems to add to the existing fleet of robotic units with the option to purchase three (3) additional Indelt robotic systems. The purpose of this procurement is to support automated videotape migration and preservation, increase overall digitized output capacity, and expand the range of supported videotape formats within the Video Lab’s robotic migration workflow. The contractor shall provide a fully integrated robotic videotape migration system, including all required hardware, software, and firmware.
The Indelt robotic system is the only acceptable brand, and the Broadcart T3 is the only acceptable product capable of meeting the Library’s requirements. A brand name justification is necessary due to the Library’s specific need for the Indelt Broadcart T3 robotics system based on its unique features and compatibility requirements. This robotics equipment is essential to the Library’s operations because it is highly specialized and must be integrated with existing robotic systems currently installed within the Video Lab. Use of alternative brands would create compatibility and integration issues with the Library’s existing infrastructure and workflows.
