Solicitation Summary: Indelt Broadcart TE-3 Robotic Systems

This is a competitive FAR Part 13.5 solicitation (030ADV26R0035) issued by the Library of Congress, Contracts and Grants Directorate, for the procurement of videotape migration robotic systems. The Library seeks to furnish, install, and configure one (1) Indelt Broadcart TE-3 robotic system in the base year, with options to purchase up to three (3) additional units during the contract period. The contractor must provide full operational integration with existing National Audiovisual Conservation Center (NAVCC) workflows and equipment located at 19053 Mt Pony Road, Culpepper, Virginia 22701. The solicitation is unrestricted (not set aside for small business), and the contract type is firm-fixed-price. All proposals must be submitted electronically by 5:00 PM on the offer due date to jarobinson@loc.gov and bkinlay@loc.gov. Questions must be submitted by 06/12/2026. The contract includes a one-year comprehensive warranty covering all hardware, software, and firmware, with options to purchase up to two (2) additional years of extended warranty coverage. The contractor must provide on-site installation, configuration, calibration, system integration, comprehensive training for up to eight (8) staff members, and ongoing maintenance and support services including help desk assistance, remote diagnostics, and troubleshooting.

Award will be made on a best-value trade-off basis considering four evaluation factors: technical approach (10-page limit), management capabilities and project management plan (10-page limit), past performance (minimum 3 references within the last 5 years), and price. Delivery of the base system and warranty is due by 07/30/2027, with optional systems due by 07/30/2029. Warranty payments are due 100 percent upon execution. The contractor is responsible for all travel costs associated with service work, and the Library will not reimburse travel expenses. Payment will be made through the Integrated Procurement Portal (https://www.ipp.gov) following receipt, inspection, and acceptance. Contractor staff must obtain Library-issued photo identification badges, complete mandatory information systems security training, and comply with all conduct and security requirements for work performed on Library premises.

B.3 LC52.212-2 SUPPLEMENTAL LICENSE AGREEMENTS (JUL 2017)

The Library does not agree to licensing agreements or any other provisions that attempt to: (1) replace an order as the governing contract; (2) establish new or supplemental payment terms; or, (3) affect the legal relationships of the parties.

Notwithstanding any clauses in this contract or order, or the contractual vehicles against which the order is placed, that establish order of precedence, the rights and obligations provided by this contract or order take precedence over the rights and obligations set forth in any licensing agreements provided to the Library.

The Library’s incorporation of a licensing agreement into this contract or order excludes all terms of the licensing agreement that contravene, modify or conflict with the terms of 36 C.F.R. 701.7 available at: https://www.ecfr.gov/cgi-bin/text-idx?SID=87a865ce2bd109313a951a3d477895d8&mc=true&node=se36.3.701_17&rgn=div8.

B.4. Unilateral Administrative Warranty Modifications

The Library reserves the right to issue unilateral modifications to this contract, as necessary, to align warranty periods with the actual acceptance dates of the equipment. For example, if installation and acceptance of a unit occur 45 days after delivery, the warranty period for that unit shall commence upon final installation and acceptance. Additionally, optional purchases or staggered deliveries may result in different robotic systems having different warranty effective dates. Accordingly, the Library reserves the right to make unilateral changes to ensure warranty periods accurately correspond to the acceptance dates of each individual unit.

SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

C. STATEMENT OF WORK

NAVCC Tape Robot Addition

C.1 OVERVIEW / BACKGROUND

The Library of Congress’ National Audiovisual Conservation Center (NAVCC) is located at the Packard Campus for Audio Visual Conservation in Culpeper, Virginia. The NAVCC provides a range of preservation services for the audiovisual collections. In Fiscal Year 2023, the NAVCC Video Lab digitized approximately 18,482 video objects. It operates four (4) automated encoding systems, each consisting of a tape robot and a video encoder capable of playing and encoding four

(4) streams simultaneously. These four systems generate the highest percentage of digital media across all three labs.

Adding a one (1) robot, along with up to three (3) additional units, if funding permits, would significantly expand the Lab’s capacity to digitize large-scale collections.

The Video lab at the NAVCC seeks to procure up to one (1) Indelt Broadcart TE-3 videotape migration robotic systems to add to the existing fleet of robotic units with the option to purchase three (3) additional Indelt robotic systems. The purpose of this procurement is to support automated videotape migration and preservation, increase overall digitized output capacity, and expand the range of supported videotape formats within the Video Lab’s robotic migration workflow. The contractor shall provide a fully integrated robotic videotape migration system, including all required hardware, software, and firmware.

C.2 SCOPE

The contractor shall furnish, install, and configure one (1) Indelt Broadcart TE-3 robotic systems and ensure full operational integration with existing lab workflows and equipment. And the Library shall have the option to purchase additional three (3) Indelt robotic systems. The Indelt robotic system shall be capable of supporting multiple videotape cassette formats and automated ingest operations. The contractor shall perform on-site installation, configuration, calibration, and system integration services for all delivered units. The contractor shall ensure that each system is fully functional and meets all performance requirements prior to final acceptance. The contractor shall provide maintenance and support services for all systems. Support shall include at a minimum, help desk assistance, remote diagnostics, troubleshooting, and technical support. The contractor shall provide a comprehensive one-year warranty covering all system components, including hardware, software, and firmware. The contractor shall also provide an option to purchase up to two (2) additional years of extended warranty coverage.

C.3 REQUIREMENTS

3.1 Hardware, Software and Firmware Requirements

The contractor shall furnish, install, and configure one (1) Indelt Broadcart TE-3 robotic systems and ensure full operational integration with existing lab workflows and equipment. And the Library shall have the option to purchase additional three (3) Indelt robotic systems including all associated hardware, software, and firmware, including a one-year warranty covering the entire system. The contractor shall include an option to purchase two (2) additional years of extended warranty coverage.

The videotape migration robot shall meet the following requirements:

3.1.1. Technical Specifications

1. Equipment Brand: Indelt Broadcart T3, Compact robotics to automate the cassette management. It may contain up to 4 (or 8 for some types) decks of all the most important format, including TC-Matic tape cleaners.

3.1.2. The robot shall support the automated migration of videotape media. A human operator will barcode the tapes designated for migration and load them into a staging slot within the robot. The robot shall scan each tape’s barcode and transmit the barcode data to the Quad SDI encoder system. The robot shall then retrieve the scanned tape, insert it into a VTR, initiate playback, and signal the Quad SDI encoder system to begin recording the playback content.

Upon the completion of tape playback, the robot shall eject the tape, return it to its designated staging slot, and notify the Quad SDI encoder system that recording has been successfully completed.

3.1.3. The robot shall be compatible with multiple video tape cassette formats, including: ¾” U-matic, VHS, Betacam, Betacam SP, Digital Betacam, DVCPro and DVCAM.
