About this opportunity
The Department of the Interior Fish and Wildlife Service seeks mechanical tree cutting and piling services at two Waterfowl Production Areas in south central Nebraska (Lange WPA, 80 acres; Rolland WPA, 72 acres), with proposals due August 26, 2026. This is a 100% small business set-aside under NAICS 561730, Landscaping Services.
Work is performed in Clay County (Lange WPA) and Fillmore County (Rolland WPA), Nebraska. The contractor must cut and pile trees (excluding plum, dogwood, and sumac shrubs) at ground level, treat all stumps with FWS-approved herbicide except cedar, and create piles approximately 15 feet tall and 50 feet in diameter, positioned at least 100 yards interior from property boundary lines and outside wetland areas. Pile locations will be identified by FWS staff prior to project start. The contractor bears full responsibility for labor, materials, tools, equipment, transportation, supervision, all safety signage, and public exclusion measures; FWS will not close work zones or provide signage. Standard working hours are Monday through Friday, 8:00 a.m. to 4:30 p.m.
Work begins October 1, 2026, and must be completed by December 31, 2026. The contractor must have commercial land management experience with tree cutting and piling, maintain active SAM.gov registration, and comply with all federal, state, and local codes and FWS protocols. The solicitation is firm-fixed price. Service Contract Act wage determinations apply for Clay County (2015-5357, Revision 28) and Fillmore County (2015-5363, Revision 30), with fringe benefits of $5.55 per hour. Evaluation criteria weight conformance to the statement of work more favorably than price. Amendment 0001 posted the Question and Answer Summary and wage determinations; Amendment 0002 corrected the site visit point of contact. Points of contact for site visits are Jessica Bolser (308-293-7307, jessica_bolser@fws.gov) and Brad Krohn (308-216-3695, brad_krohn@fws.gov). The contracting officer is Jeremy Riva (jeremy_riva@ios.doi.gov, 303-535-4788).
