About this file

This is a Statement of Work for mechanical tree cutting and piling services at two Waterfowl Production Areas (WPAs) managed by the Rainwater Basin Wetland Management District in south central Nebraska. The contractor must furnish all labor, materials, tools, equipment, transportation, and supervision to complete the project in compliance with applicable codes and US Fish and Wildlife Service (FWS) protocols. Work is scheduled to begin October 1, 2026, and must be completed within 90 days, with standard working hours Monday through Friday from 8:00 a.m. to 4:30 p.m.

The scope of work includes identifying and cutting trees (excluding plum, dogwood, and sumac shrubs) as close to flush with ground as possible at both the Lange WPA (80-acre upland portion in Clay County) and Rolland WPA (72-acre upland portion in Fillmore County). All stumps must be treated with FWS-approved herbicide except for cedar trees. Cut trees must be piled in approximately 15-foot tall piles with 50-foot diameters, located at least 100 yards interior from property boundary lines and not in wetland areas. Pile locations will be identified by FWS staff prior to project start. The contractor must have commercial land management experience with tree cutting and piling, maintain active SAM.gov registration, and follow all federal, state, and local codes plus FWS safety and operational protocols. FWS will provide site access and evaluation, with both areas remaining open to approved public use activities, including fall hunting seasons. Points of contact are Jessica Bolser (Station Manager, 308-293-7307, Jessica_bolser@fws.gov) and Brad Krohn (Project Leader, 308-216-3695, Brad_krohn@fws.gov).
