About this file
This is a Questions and Answers Summary document for Solicitation 140FS226Q0172, a mechanical tree cutting contract issued by the U.S. Fish and Wildlife Service for the Northeast Rainwater Basin Wildlife Management District covering the Lange and Rolland Wildlife Protection Areas. The solicitation does not address response dates, award dates, pricing terms, set asides, or contract vehicles, as it serves only to clarify vendor questions regarding project scope and execution.
The contract requires selective mechanical tree cutting on approximately 152 acres, with all trees and shrubs to be cut except plum and sumac. Work must begin October 1, 2026, and be completed by December 31, 2026. The contractor is responsible for piling cut trees to specifications of approximately 15 feet tall and 50 feet in diameter, with no burning or off-site hauling required. Tree piles must not be placed within wetland areas, which will be identified on a map provided by the Government. The contractor may use hand cutting or mechanical equipment with no stated preference and must conduct stump treatment using preferred herbicides Garlon 4 Ultra or Remedy Ultra. The contractor is responsible for all safety signage and public exclusion measures, as USFWS will not close the work zone or provide signage. Site visits and an on-site meeting with USFWS staff can be scheduled anytime within the performance period prior to work commencement. Wetland boundaries will be identified on a provided map, and vendors are encouraged to visit the site to assess tree density, as the Government does not have stem count or density data available.

Q&A Summary – Solicitation 140FS226Q0172
NE Rainwater Basin WMD Mechanical Tree Cutting (Lange and Rolland WPAs)
This document consolidates questions submitted by vendors and the Government's responses.
Site Access and Visits
The locations are open to the public and may be visited. Staff-led site visits may be scheduled subject to availability; contact Jessica Bolser (308-293-7307, jessice_bolser@fws.gov) to arrange.
Period of Performance
Q: The solicitation identifies a period of performance of October 1, 2026, through January 15, 2027, while the SOW states that work begins October 1 and must be completed within 90 days.
Could you please confirm the required final completion date?
A: The preferred start date is October 1, 2026, with a completion date no later than December
31, 2026.
Tree Density
Q: Estimated number of trees/densities across approximately 152 acres.
A: The Government does not have stem count or tree-per-acre density data available. Vendors are encouraged to visit the site to assess density.
Type of Tree Cutting (Selective vs. Full Clear)
Q: Is this a full clear or a selective clear?
A: This is a selective cut. All trees and shrubs are to be cut, except plum and sumac.
Handling of Cut Trees
Q: What should be done with the cut down trees (lopped and scattered, chipped, or hauled away)?
A: Cut trees should be piled. The contractor is only responsible for creating the piles—no burning or off-site hauling required. Where the Statement of Work specifies pile dimensions
(e.g., approximately 15 feet tall and 50 feet in diameter), those specifications apply to the piles to be created.
Wetland Delineation
Q: The SOW prohibits the placement of tree piles within wetland areas. To ensure compliance during heavy equipment operation, are the wetland boundaries physically flagged on-site, or will the Government provide GPS/GIS shapefiles to the Contractor for use in on-board navigation systems?
A: The boundaries will be identified on a map provided to the contractor.
Equipment Preferences
Q: Is there a preference on the equipment used to cut material? Is hand cutting acceptable?
A: There is no preference on the type of equipment. Trees can be cut by hand and mechanically piled.
Safety and Public Access Coordination
Q: Will the Government close work zones or post safety notifications to the public, or must the
Contractor provide all safety signage/exclusion measures during mechanical operations?
A: The USFWS will not provide public exclusion measures or signage, and the area will not be closed to the public. Communication and coordination with WMD staff should be enough.
Wetland Delineation
Q: Are wetland boundaries physically flagged on-site, or will GPS/GIS shapefiles be provided?
A: Wetland boundaries will be identified on a map provided to the contractor.
Herbicide Specifications
Q: What FWS-approved herbicides (brands/active ingredients) are required for stump treatment?
A: Preferred options include Garlon 4 Ultra or Remedy Ultra.
8. Site Meeting Timeline
Q: Should the required on-site meeting with FWS staff occur immediately upon award, or within the 90-day performance period?
A: The meeting can be scheduled anytime within the performance period prior to starting work.
