The purpose for this amendment is to post the Naval Test Wing Atlantic (NTWL) DRAFT Request for Proposal (RFP), DRAFT Performance-Based Statement of Work (PBSOW), confirm the Pre-Solicitation Conference/Industry Day Schedule for 22-23 July, 2015, and provide instructions on how to access the Technical Library and Attachments.
NTWL Pre-Solicitation Conference/Industry Day Information:
22-23 July, 2015
Ø Due to congested parking areas, request that no more than two (2) representatives from potential offerors attend.
Ø Please submit names of attendees to Lisa Rice at lisa.rice@navy.mil. Please include contact information so instructions for Base Access may be provided.
Ø The conference will be held at HX-21 Blue Conference Room, Building 1584.
Ø Directions: Entering Gate 2, follow Cedar Point Road. Pass through 3 sets of traffic lights. Cross the Taxi Way. Take Saufley Road which forks to left. There will be a sign for HX-21 Parking on the left, park anywhere in that lot. There are stairs leading down to the HX-21 and TPS. HX-21 is to the Left. Building 1584 is directly outside of the hangar.
Ø Schedule: Day 1 morning session commences at 0900 during which the RFP will be briefed. 1300 meet in the conference room and then proceed on walking tour through Hangar 111 and then to TPS, Hangar 110. Day 2 meet in the parking lot at 0930, for transport to Hangar 109, Hangar 115 and finishing at Hangar 306. The remainder of the afternoon we will re-group in the conference room to take any final questions.

Technical Library/Attachments
A Technical Library of information directly related to the requirements of this solicitation, as well as the additional Attachments listed in Section J are available to all Offerors intending to propose as a Prime Offeror. Distribution of data contained in the library to team members, partners, subcontractors, suppliers and/or vendors shall be the responsibility of the prime that was granted access and shall be limited to a "need to know" basis. All guidance contained herein with regard to handling, distribution and destruction of the data shall be flowed down to all team members, partners, subcontractors, suppliers and/or vendors.
To gain access to the technical library, send a written e-mail request to the Contract Specialist and PCO with the company name, address, CAGE Code and DUNS, as well as the name, e-mail address, and phone number of a point of contact.
Upon review of the written request and approval of Potential Offeror's eligibility status to access the data, web site instructions will be provided. Those who take receipt of any library data shall comply with all laws, export controls, and distribution statements associated with the data contained on the Technical Library/Attachment.
It is the responsibility of the Offeror to request all data needed to provide a proposal, including information referenced in the solicitation or needed to propose that cannot be obtained via public access.

INTRODUCTION
The Naval Air Systems Command, Naval Air Warfare Center Weapons Division (NAWCWD) has a requirement for Research Development Test and Evaluation (RDT & E) aircraft maintenance and modification support services for the Naval Test Wing Atlantic (NTWL), located at Patuxent River, MD.

PROGRAM BACKGROUND
Naval Test Wing Atlantic (NTWL), an echelon four command of the Naval Air Systems Command (NAVAIR), is the cognizant authority on active test and evaluation (T & E) and a participant in all phases of the weapon system life cycle process for fixed, rotary wing, unmanned aerial and lighter-than-air vehicles. The test articles are provided to NWTL and its test squadrons through several methods. The primary source of assignment is by a major program office for the development, procurement and sustainment of Navy, Marine or Joint Force use systems. However, other sources of assignment for aircraft subjected to T & E by NTWL, include the US Naval Test Pilot School located at Patuxent River, other service components of the Department of Defense, foreign national defense and commercial systems, other US Government agencies engaged in flight operations, as well as commercial aviation flight activities.
The scope and complexity of these test articles are not limited to full scale air vehicle systems. NTWL provides full system spectrum test capability from complete aircraft down to sub-system components, expendable weapon, sensor, and deception articles, and flight worthy software designed to operate and configure the system and its components.
This requirement is a follow-on procurement to contract N00421-11-C-0031 currently being performed by DynCorp International, LLC., and is due to expire on 31 July 2016.
REQUIRED CAPABILITIES
Research Development Test and Evaluation (RDT & E) operations bear risk in every aspect when considering the objectives of a development program where cost and schedule demands may supersede those of performance; however, safe and efficient flight operation is the highest priority at this command. NTWL is the resource manager charged with reducing the risks associated with flight and ground operations. The contractor shall provide technical services in support of the areas specified in Program Background (above).
The estimated period of performance consists of a one year base year and four one year options with performance commencing on 1 August 2016. The contract is expected to be a hybrid with Firm Fixed Price CLINS for non-touch labor and Cost-Plus Fixed-Fee CLINs for scheduled maintenance. The Level of Effort for five years is estimated at 9,500,000 man-hours. The FINAL Request for Proposal (RFP) is anticipated to be released in November of 2015.
The proposed contract will include tasking that would be accomplished by labor categories that are subject to the Service Contract Act. The majority of the effort is currently covered by a Collective Bargaining Agreement (CBA) with the International Association of Machinists and Aerospace Workers, AFL-CIO, District Lodge 4, Local Lodge 4, which will expire during the term of the contract, therefore the successful offeror will be required to re-negotiate the CBA during the term of the contract.
A DD Form 254 Contract Security Classification Specification shall apply to this requirement and the prime contractor shall have or demonstrate ability to obtain a "Secret" Facility Clearance.
An approved Accounting System is required prior to award.
ELIGIBILITY
The applicable NAICS code for this requirement is 488190 (Aircraft Maintenance and Repair Services) with a Small Business Size Standard of $32.5M. The Product Service Code is J015 (Maintenance and Repair of Aircraft). A Sources Sought (SS), Ref #1300470793, was issued on 21 January 2015 on FedBizOpps under NAICS code 488190 and PSC code J015. These codes are consistent with the current contract and were coordinated with the NAVAIR Office of Small Business Programs (OSBP) and Small Business Administration Procuring Center Representative (SBA PCR). Based on the previous acquisition history and the result of the market research, the PCO determined that this requirement will be offered on FedBizOpps as an unrestricted competition. NAVAIR OSBP and SBA PCR concurred with this decision.
PRE-SOLICITATION CONFERENCE
A pre-solicitation conference to be held at Patuxent River, MD is tentatively scheduled for July 22-23, 2015. A DRAFT RFP, #N00421-15-R-0044, along with additional details will be posted on FedBizOpps approximately ten (10) days prior to the conference.
