About this opportunity
The NATO Communications and Information Agency (NCIA) issued a Request for Information on June 1, 2026, to identify qualified vendors and gather market input on commercial Open-Source Intelligence (OSINT) processing capabilities, specifically Order of Battle (ORBAT) data services, with responses due by 17:00 CET on June 12, 2026. This RFI is issued for planning and market research purposes only and does not constitute a solicitation or obligation to award a contract.
Eligible respondents must be companies from NATO member countries. The NCIA seeks vendors capable of providing an integrated, API-based data service delivering structured, continuously updated defense intelligence datasets including equipment and platform specifications, global military force structures, geolocated military installations data, and country-level political, military, economic, social, infrastructure, information, and physical environment assessments. The envisioned service would operate under a three-year contract period with extension options, providing API access to 250 cloud-based users and up to 5,000 API users globally, with continuous dataset updates, data integrity assurance, training capabilities, and service level commitments for incident management and API availability.
Responses must not exceed 10 pages and should be submitted in PDF or Word format to Nicholas.Griffin@ncia.nato.int. The RFI requests detailed responses addressing company information, technical capabilities, past performance in regulated environments, security measures, costing models for the base 250-user scenario and 5,000-user API access, surge pricing models, and subcontractor management approaches. The NCIA reference number is RFI-CO-42616067-ORBAT; all correspondence must cite this identifier.
