About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking Nationally Recognized Testing Laboratory (NRTL) field evaluation services through Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF). The procurement requires NRTL inspection services to verify that installed Industrial Plant Equipment (IPE) and portable tools comply with OSHA standards concerning machine guarding and electrical safety. Contractors must be OSHA-recognized NRTL laboratories with current certification and demonstrated relevant experience in NRTL certification projects. The evaluation will use Lowest Price Technically Acceptable (LPTA) source selection procedures, considering technical capability, past performance, and price. Questions were due by September 18, 2025, at 9:00 AM PST, and quotes must be submitted by October 8, 2025, at 9:00 AM PST following a recent deadline extension.
This opportunity is structured as a full and open competition with no set-aside designation under NAICS code 541380 (Testing Laboratories and Services) with a small business size standard of $19 million annually. The government file references a current contract N4523A22D5703, indicating this is a follow-on procurement with an established incumbent. The Navy intends to award a 5-year indefinite delivery/indefinite quantity (IDIQ) contract with firm-fixed price task orders, covering a maximum quantity of 250 jobs (50 jobs per year) from November 17, 2025, through November 16, 2030. Performance will take place at multiple Washington state locations including Puget Sound Naval Shipyard in Bremerton, Puget Sound Naval Shipyard in Everett, and Trident Refit Facility Bangor in Silverdale. The contract requires a Small Business Subcontracting Plan targeting 30% small business participation.
