About this opportunity

The Department of the Navy Naval Supply Systems Command is conducting market research for Nationally Recognized Testing Laboratory (NRTL) field evaluation services to support the Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS&IMF), Naval Station Everett, and Trident Refit Facility Bangor. Interested vendors must be registered in the System for Award Management (SAM) and possess NAICS code 541380 (Testing Laboratories and Services) in their registration. Contractors will be required to provide trained and qualified NRTL employees to conduct inspections at multiple locations and deliver immediate NRTL registered certification marks upon equipment approval, along with comprehensive field evaluation reports within 15 business days of service completion. Interested parties must submit both a completed questionnaire and capability statement via email to Kimberly Neumann and Brian Fergus by 9:00 AM Pacific Standard Time on July 10, 2025, with the subject line "Sources Sought Response for N4523A25Q5801."

Currently, no set-aside designation has been determined, though the government indicates that based on responses received, the requirement may be set-aside for small business (in full or in part), procured through full and open competition, or awarded on a sole source basis, with all small business set-aside categories under consideration. The tentative NAICS code 541380 carries a small business size standard of $19,000,000, suggesting potential opportunities for various small business categories including HubZone, 8(a), Service-Disabled Veteran-Owned, Women-Owned, and Veteran-Owned Small Businesses. No current contractors or incumbents are identified in the sources sought notice, and no specific contract values or budget ranges are disclosed at this pre-solicitation stage. The contract structure will feature a 5-year ordering period, with the contractor responsible for providing all necessary personnel, equipment, and services to perform NRTL field evaluations across the specified naval facilities. The government will use responses to this sources sought notice to determine the most appropriate procurement approach, with a full Request for Proposal (RFP) to be issued at a later date containing detailed specifications and submission requirements.
