About this opportunity

The U.S. Secret Service seeks a full-service recruiting and advertising vendor to execute its National Recruitment Advertising Campaign across media channels including television, radio, print, digital, social media, and direct mail, with proposals due May 8, 2026, at 4:00 PM EDT. This is a total small business set-aside procurement under NAICS 541810.

The procurement is a firm fixed-price IDIQ contract with a $90 million ceiling and $1,000 minimum guarantee, running July 1, 2026, through June 30, 2031. Task orders will be issued as needed. Place of performance includes the contractor's facility with intermittent access to USSS facilities in Washington, D.C., Laurel, Maryland, and other USSS-controlled venues.

The vendor must demonstrate capability to reach 70,000-plus applicants annually through active job boards (Indeed, LinkedIn, Clearance Jobs, Zip Recruiter), programmatic advertising, streaming video, streaming audio, and pre-roll video. The contractor will not develop original creative content; the USSS provides all advertising creatives. Key personnel include a Project Leader (minimum 5 years recruitment or advertising experience, 4-year degree), Market Analyst (minimum 3 years, 4-year degree), and Marketing Coordinator (minimum 3 years, 4-year degree). All contractor personnel must undergo suitability assessments and continuous background reviews; contractor employees require Tier 4 background investigations for high-risk positions.

Performance standards require 99 percent quarterly customer satisfaction and no more than three reported strategy or responsiveness deficiencies annually. Evaluation uses best value tradeoff with three equally weighted non-price factors—Technical Capability (12 pages), Past Performance (6 pages, evaluated on recency within five years and relevancy to scope and complexity), and Price—with non-price factors collectively more important than price. Price proposals must include labor category rates for the base year, all ordering years, a six-month extension, and separate pricing for Quality Control Plan, Post Award Conference, and a sample task order. Questions are due April 17; government responses were published May 1 on sam.gov. Amendment 4, posted October 16, 2026, clarified that the government is not requesting revised proposals and is not reopening competition in response to Amendment 3; the questions period has closed.
