Solicitation Summary: National Recruitment Advertising Campaign Services (NRAC)

This is a combined synopsis and Request for Proposal (RFP) for National Recruitment Advertising Campaign Services issued by the U.S. Secret Service (USSS). The solicitation number is 70US0926R70093666, and it is designated as a total small business set-aside under NAICS code 541810. The Government intends to award a single five-year indefinite-delivery, indefinite-quantity (IDIQ) contract with a ceiling of $90,000,000.00 and a minimum guarantee of $1,000.00. The anticipated period of performance is July 1, 2026, through June 30, 2031, with task orders to be issued as needed based on USSS requirements. Proposals must be submitted by 4:00 PM Eastern Daylight Time on April 28, 2026, to the Contracting Specialist and Contracting Officer via email. Questions must be submitted by April 17, 2026, with responses published on sam.gov by April 21, 2026.

Evaluation will follow a best-value tradeoff approach based on three equal-weight non-price factors and price. Technical Capability (Factor I) will assess the offeror's proficiency in recruitment channels including active job boards, innovation in sourcing techniques, comprehension of law enforcement officer industry requirements, ability to reach 70,000+ applicants annually, provision of market insights, and flexibility to adapt recruitment strategies. Past Performance (Factor II) will be evaluated based on recency (within five years) and relevancy (similar in scope, size, and complexity), with neutral ratings assigned if recent relevant performance is not demonstrated. Price (Factor III) will evaluate proposed labor category rates, Quality Control Plan and Post Award Conference pricing, and a sample task order price for reasonableness, realism, balance, and completeness. Proposals must follow strict formatting requirements: Factor I limited to 12 pages, Factor II to 6 pages, submitted in Microsoft Word format with Times New Roman 10-point font, 1-inch margins, and unlocked Excel price worksheets with formulas.

This announcement constitutes the only solicitation: proposals are being requested. The solicitation number is 70US0926R70093666 and is issued as a Request for Proposal (RFP) for National Recruitment Advertising Campaign Services (NRAC). This solicitation is a total small business set-aside, and the associated North American Industry Classification System (NAICS) code is 541810. The anticipated Period of Performance is July 1, 2026 – June 30, 2031. The Government intends to award a five-year single award, indefinite-delivery, indefinite-quantity (IDIQ) contract from this solicitation. 52.212-1 Instructions to Offerors – Commercial Products and Commercial Services. (AUG 2025) (DEVIATION 25- 21)

(a) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. As a minimum, offers shall include—

(1) The solicitation number;

(2) The name, address, telephone number of the Offeror;

(3) The Offeror’s Unique Entity Identifier (UEI) and, if applicable, Electronic Funds Transfer (EFT) indicator;

(4) Information necessary to evaluate the factors contained in the provision at 52.212-2 or as described in the solicitation;

(5) Responses to provisions that require Offeror completion of information, representations, and certifications (other than those collected via the System for Award Management (SAM)); and

(6) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and any solicitation amendments.

(b) Period for acceptance of offers. The Offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

(c) Late submissions, modifications, revisions, and withdrawals of offers.

(1) Offerors are responsible for submitting offers and any modifications or revisions to the Government office designated in the solicitation by the time specified in the solicitation.

(2) Any offer, modification, or revision received after the time specified for receipt of offers is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition. However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.

(3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(4) Offerors may withdraw their offers by written notice to the Government received at any time before award.

(d) Contract award. The Government intends to evaluate offers and award a contract without discussions with Offerors.

Therefore, the Offeror’s initial offer should contain the Offeror’s best terms. However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.

(e) Debriefings. If a post-award debriefing is given to requesting Offerors, the Government will disclose the following information, if applicable:

(1) The agency’s evaluation of the significant weak or deficient factors in the debriefed Offeror’s offer.

(2) The overall evaluated cost or price and technical rating of the successful Offeror and the debriefed Offeror and past performance information on the debriefed Offeror.

(3) The overall ranking of all Offerors when any ranking was developed by the agency during source selection.

(4) A summary of the rationale for award.

(5) For acquisitions of commercial products, the make and model of the product to be delivered by the successful Offeror.

(6) Reasonable responses to relevant questions posed by the debriefed Offeror as to whether the agency followed source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities.

52.212-2 Evaluation—Commercial Products and Commercial Services. (AUG 2025) (DEVIATION 25-21)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

• Factor I – Technical Capability

• Factor II – Past Performance

• Factor III - Price

Proposals will be evaluated using the best value tradeoff process in accordance with FAR Part 15. The evaluation will consider the following factors:

All non-price factors are of equal importance. All non-price evaluation factors when combined are more important than price.

(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(End of Provision)

Evaluation Methodology

Indefinite-Delivery Indefinite-Quantity contract(s) will be awarded to the responsible offeror whose proposal, in compliance with the solicitation, is determined to be most advantageous to the Government based on the evaluation factors outlined in the solicitation.

All non-price factors except past performance will be evaluated utilizing the Confidence Ratings in Table 1 below. The Government will identify strengths, deficiencies, significant weaknesses, risks and/or benefits in each offer, and assign a rating using the following confidence ratings and definitions below. Deficiency is defined as any part of an offer that does not conform to a material requirement of the RFP. A material requirement is one that affects price, quantity, quality, or delivery, or that the RFP requires to be met at the time of proposal submission. Weakness means a flaw in the proposal that increases the risk of unsuccessful contract performance. A “significant weakness” in the proposal is a flaw that appreciably increases the risk of unsuccessful contract performance.

Table 1 – Confidence Ratings

High Confidence

The Government has high confidence that the Offeror understands the requirement, proposes a sound approach, and will be successful in performing the contract with little or no Government intervention.

Some Confidence

The Government has some confidence that the Offeror understands the the contract with some Government intervention.

Low Confidence

The Government has low confidence that the Offeror understands the the contract even with Government intervention.

The Government will evaluate Past Performance using performance risks. The Government will identify risks in each offer, and assign a rating using the ratings and definitions in Table 2 below:

Table 2 – Past Performance

Risk Definitions

Low Based on the offeror's past performance and systemic improvement record, little doubt exists that the offeror will successfully perform the required effort.

Moderate Based on the offeror's past performance and systemic improvement record, some doubt exists that the offeror will successfully perform the required effort.

High Based on the offeror's past performance and systemic improvement record, substantial doubt exists that the offeror will successfully perform the required effort.

Unknown No past performance record identifiable. (Not applicable to Experience Factor.)

A. Technical Capability:

The Government will evaluate the Offeror’s technical capability in order to assess the Offeror’s understanding of the requirements, technical approach, and ability to successfully perform the contract requirements. Evaluation will include but is not limited to the following:

• Proficiency in using various channels (social media, job boards, networking events, etc.) to attract candidates;

most importantly, Active Job Boards with programmatic advertising

• Innovation in sourcing techniques to reach active and passive candidates

• Comprehension of the Law Enforcement Officer (LEO) industry, culture, and specific LEO job requirements

• Capable of reaching 70,000+ applicants per year, with appropriate budget, utilizing active job boards such as, and not limited to, Indeed, LinkedIn, Clearance Jobs, Zip Recruiter, etc. and industry marketing techniques

• Ability to provide valuable insights to USSS regarding talent acquisition and anticipated market shifts

• Ability to adapt recruitment strategies to be flexible and tailor hiring approaches for all roles in the USSS to include scaling one particular role or another at a moment’s notice

Overall, the Government will assign higher ratings to Offerors who clearly demonstrate a comprehensive, effective, and practical approach to advertising and recruitment.

B. Past Performance:

The USSS will evaluate past performance based on recency and relevancy. Recency is defined as current or previous work within the last five (5) years of the solicitation issue date. Relevancy is defined as work similar in scope, size, and complexity to the SOW requirement. Performance that is bigger in scope, size and complexity will be considered more relevant than work that is smaller in scope, size, and complexity. The Government is seeking assurances of consistently successful performance in the areas of quality, schedule, and management. A performance risk (or neutral) rating will be assigned based on the content of Factor II, along with reference checks.

In the event that a quoter does not have recent and relevant organizational past performance, it will receive a neutral rating instead of a performance risk rating. A neutral rating does not give an advantage or disadvantage to the quoter; however, the Government may, in a technical/price tradeoff, determine that a lower performance risk rating is worth more than a Neutral past performance rating. In the event that the Government does not find the quoter-provided past performance to be recent and relevant, the quoter will receive a neutral rating for this factor instead of a performance risk rating.

The Contracting Officer may gather information from quoter-provided references, commercial and federal sources, including CPARS and SAM. Additional outreach, such as reviews of articles and publications, may be conducted to assess performance risk. If negative past performance information is identified, quoters will have an opportunity to comment unless they previously addressed it in CPARS. CPARS records older than five years may also be reviewed.

C. Price:

The Government will evaluate the proposed prices for each asset and labor category under the IDIQ for reasonableness, realism, balance and completeness. Price proposals will be evaluated, but not scored, and will not be assigned adjectival ratings. The Government reserves the right to reject proposals that are determined to be unreasonably high or unrealistically low.

The Government will also evaluate the proposed pricing for the sample task order to determine reasonableness, realism, and consistency with the offeror’s proposed rates. The evaluation will include an assessment of the proposed labor mix, level of effort, materials, and any other direct costs to ensure the pricing aligns with the requirements and the offeror’s technical solution. The evaluation of the sample task order will be used solely for evaluation and does not represent a commitment by the Government to order any minimum or maximum quantity.

The Price Proposal submission shall include:

1. Labor categories and rates for the base year, each ordering year, and the six-month extension under FAR 52.217-8 Option to Extend Services.

2. The QCP and Post Award Conference proposed price shall include pricing for all labor, material, and any other direct costs, such as travel and delivery.

3. The sample task order proposed price shall include pricing for all labor, material, and any other direct costs, such as travel and delivery.

The proposed prices shall use the labor rates from the proposed Direct Labor Matrix.

Failure to provide pricing for all proposed labor categories for the entire ordering period and any effort required under FAR 52.217-8, Option to Extend Services, may result in the offeror’s elimination from further consideration for award.
