About this opportunity
The Federal Emergency Management Agency (FEMA) is seeking multi-functional medical support resources and capabilities through the National Medical Transport Support Services (NMTS) contract to support federal disaster response, evacuations, and other medical support activations. This pre-solicitation notice is for market research and industry information purposes only and does not constitute a formal solicitation. Contractors must provide all five required service categories within assigned geographic zones covering the Continental United States and the District of Columbia: medical transportation (ground ambulances, para-transit seats, and medical airlift services), medical personnel, field operations team, communication support team, and planning and exercise support services. FEMA has not yet finalized evaluation criteria but anticipates issuing a Request for Proposals (RFP) structured as a multiple award contract, with potential consideration of either full and open or set-aside solicitations pending market research results. The Response to the Sources Sought Notice was due April 8, 2026, at 12:00 PM ET, with the Virtual Industry Day held on April 1, 2026, to allow interested vendors to submit questions directly to FEMA's contracting office and Operations Capabilities Branch personnel.
No set-aside designation has been applied to this procurement at this time, though FEMA indicated it will evaluate the feasibility of socioeconomic or small business set-asides based on market research findings. No incumbent contractor or current award value has been identified in the pre-solicitation materials. The contract requires significant operational capacity, including up to 300 medically staffed ground ambulances per zone (with a 70 percent Advanced Life Support to 30 percent Basic Life Support mix), up to 3,500 para-transit vehicle seats per zone with up to 25 percent wheelchair accessibility, up to 25 medically staffed aircraft for full zone activation, a minimum of 150 emergency medical technicians and paramedics per zone, and 1,200 GPS-tracked communication devices for full four-zone activation. Contractors may propose for one, multiple, or all four geographic zones and must maintain 24/7 operations capability with proper credential repositories, vehicle stocking, and FEMA-approved placards for all deployed resources.
